ECOWAS GENERATION AND TRANSMISSION MASTER PLAN
Update of the ECOWAS Master Plan
West African Power Pool
Technical Assistance Reference: TA 2009014 R0 ITF
The West African Power Pool (hereinafter referred to as "the Borrower")
has requested financing from the European Union (EU) - Africa
Infrastructure Trust Fund, for which the European Investment Bank (EIB)
shall act as Agent, towards the cost of updating of the ECOWAS Revised
(2004) Master Plan for the Generation and Transmission Network. This
International Call for Expression of Interest relates to the contract for
Consultancy Services to update the ECOWAS Generation and Transmission
Master Plan.
For the purpose of this call for Expressions of Interest, EU-Africa
Infrastructure Trust Fund means the financial instrument established
jointly by the European Commission, the EIB and other EU Donors in support
of the EU-Africa Infrastructure Partnership, one of the pillars of the EU
Strategy for Africa adopted by the European Council in December 2005 with
a view to facilitate interconnectivity at continental level for the
promotion of regional integration.
This contract shall include but not be limited to the following services
related to the updating of the ECOWAS Master Plan:
— Analysis of the characteristics of the regional electricity supply
system: main generation sources, transmission grid, cross border power
trading,
— Examination of the electric energy demand and supply balance both at
national, sub-regional (control areas) and regional level,
— Elaboration of an optimal plan for the regional generation and
transmission system development while taking into consideration various
constraints affecting operations of the electric utility companies,
— Updating of the dynamic and static stability studies with the view of
evaluating the impact of the new electric power generation and
transmission installations,
— Preliminary assessment of environmental impacts of the envisaged
projects,
— Development of recommendations on the strategy for implementing the on
going ECOWAS Priority Project and integrating new projects by indicating
the necessary conditions for its realisation.
This contract is expected to be implemented from March to September 2010.
The budget for the provision of consultancy services is provisionally set
at the equivalent of 47.5 staff.months.
Interested Consulting Firms are invited to submit an Expression of
Interest (EOI), and provide information indicating that they are qualified
to perform the services (brochures, description of similar assignments,
experience in similar conditions, information on non-performing
consultancy contracts, availability of appropriate skills among staff,
etc).
On the basis of the applications received, a short-list of candidates will
be issued a Request for Proposal (RFP) for this contract. The following
selection criteria will be applied to candidates: i) economic and
financial standing of candidate, ii) a demonstrated track record in the
carrying out of similar studies, iii) performance on completed and
on-going consultancy contracts, iv) the ability to provide experienced and
well-qualified staff for this assignment in the relevant professional
disciplines, In case of applications by a consortium, these selection
criteria will be applied to the consortium as a whole.
Subject to the funding decision of the Trust Fund, a Consultant will be
selected in accordance with the procedures set out in the European
Investment Bank's Guide to Procurement (restricted procedure) February
2004 Edition, after evaluation of the offers submitted by short-listed
candidates.

the title
"Expression Of Interest for Update of ECOWAS Master Plan for the
Generation and Transmission of Electrical Energy Project"
not later than 12 noon local time Benin, December 21st, 2009, at the
