Notice of Intent to Award a Sole Source Procurement________________________________________________________ Safenet Government Solutions, LLC - KSV-21 Enhanced Crypto Card The U.S. Environmental Protection Agency (EPA), Office of Acquisition Management in Washington, D.C. intends to award a sole source fixed-price purchase order under authority of Federal Acquisition Regulation (FAR) Subpart 6.302-1, Other Than Full and Open Competition procedures and FAR Part 13, Simplified Acquisition Procedures, for the acquisition of new encryption card technology for EPA's secure telephones issued by the National Security Agency. The encryption card technology used on EPA's secure phones is required to support the agency's high level leadership. The encryption card technology identified in this notice is the KSV-21 Enhanced Crypto Card (ECC). Based on extensive research effort routinely conducted by the Agency, Safenet Government Solutions, LLC, has continuously proven to be the only vendor capable of satisfactorily meeting the servicing and product requirements of the KSV-21 ECC. This product is the only cryptographic ignition key available and approved by the National Security Agency for use with the Secure Terminal Equipment (STE) after 1/1/2010. For this reason, it is in the best interest of the Government to award this procurement to Safenet Government Solutions, LLC. No solicitation or Request for Quote (RFQ) is available for this procurement. Nevertheless, any firm that believes it is capable of meeting the EPA requirements described herein may submit a response; which, if received within ten (10) calendar days of the date of this announcement, will be considered. Responses to this posting must submitted in writing via e-mail only. A determination not to compete the described purchase order based upon responses to this notice is solely within the discretion of the Federal Government.
