This Expression of Interest follows the General Procurement Notice (GPN) for the Public Service Management Component that appeared in the Dg Market and Development Business on 6th October 2005.

The Government of the Republic of Zambia (GRZ) has received financial support from the International Development Association (IDA), the Department for International Development (DFID) and the Swedish International Development Agency (SIDA), towards the implementation of the Public Service Management (PSM) Component of the Public Service Reform Programme (PSRP). It is intended that part of the proceeds of these funds would be applied to eligible payments under the Contract for Consulting services to Conduct Job Evaluation for the Public Service.

The Public Service Management Division (PSMD) now invites eligible Consultancy Firms to indicate their Interest in providing the Services.

Interested consultancy firms must provide information indicating that they are qualified to perform the services (profiles, brochures, description of similar assignment done, experience in similar conditions and in Public Service reform programs, availability of appropriate skills among staff, managerial and technical capabilities)

A consultancy firm will be selected in accordance with the procedures set out in the Public Service Management Component Procurement Guidelines agreed upon with the Cooperating Partners which are based on the Guidelines for Selection and Employment of Consultancy Firms by World Bank Borrowers which can be found at the following website: www.worldbank.org/procure

The sealed Expressions of Interest must be deposited in the Tender Box on the Ground Floor, PSMD at Cabinet Office, Old Wing Building, Independence Avenue, Lusaka, not later than 14:00 hours on Wednesday 6th JANUARY 2010 and should be clearly marked on the outer envelope “Consultancy Services to Conduct Job Evaluation for the Public Service The E-mail address for any urgent queries is George T.Kawatu@cabinet.gov.zm. HOWEVER, ELECTRONIC EXPRESSIONS OF INTEREST SHALL NOT BE ACCEPTED.

The closing date for the receipt of Expressions of Interest is on Wednesday 6th JANUARY 2010 at 14:00 hours local time and any Expressions of Interest received after the time and date stipulated above will not be accepted. Expressions of Interest will be opened immediately in the PSMD Conference Room on the 2nd Floor of the Old Wing Building on 6th JANUARY 2010 at 14:00 hours local time in the presence of bidders or their representatives who choose to attend.
