II.1) DESCRIPTION

II.1.5) Short description of the contract or purchase(s): The Design Team
will be required to provide a fully coordinated scheme for the Museum fit
out within the existing Grade II* listed "Parabola" building on the
previous "Commonwealth Institute Site" in Kensington. The transformation
of this building will require the creation of temporary & permanent
exhibition spaces; education and event spaces; catering and retail spaces;
an auditorium; and associated office, storage, circulation, back of house
areas, plant and plant-related spaces.

II.2.1) Total quantity or scope: The scheme is likely to cost in the
region of 23 000 000 GBP (inclusive of fees, contingency, surveys but
excluding permanent exhibition costs, FF&E, client costs and VAT).

III.1) CONDITIONS RELATING TO THE CONTRACT

III.2.1) Personal situation of economic operators, including requirements

III.2.2) Economic and financial capacity: Information and formalities
necessary for evaluating if requirements are met: Applicant to provide:
1) Name & Address of Banker
2) Main Address and Contact Details;
3) Company’s turnover for the last three financial years;
4) Enclose two full sets of audited accounts and annual reports for the
last three years for your company as issued to the Inland Revenue;
5) Provide company’s VAT, or equivalent, registration number;
6) Provide copies of certificates for Professional Indemnity, Public
Liability and Employers Liability insurances. Certificates should indicate
the insurer, policy number, the extent of cover and the expiry date;
7) Provide detail of company Quality Assurance & Environmental Management
Policy;
8) Please supply details of your Health & Safety Policy; and
9) Please supply a copy of your Equal Opportunities Policy.
Minimum level(s) of standards possibly required: 1) Professional Indemnity
Insurance (minimum cover 10 000 000 GBP)
2) Public Liability Insurance (minimum cover 5 000 000 GBP)
3) Employer’s Liability Insurance (minimum cover 5 000 000 GBP).
III.2.3) Technical capacity: Information and formalities necessary for
evaluating if requirements are met:
Applicant to provide:
1) Provide a Organogram detailing the proposed services to be provided by
each company within your Design Team;
2) Provide details of the key personnel that would be involved on this
project;
3) Describe how the design team would overcome the challenge of designing
an innovative, inspirational and sustainable scheme whilst remaining
sensitive to the Listed Building;
4) Outline the specific design features that you see as intrinsic to the
design of this scheme. In particular please detail what you believe are
the key aspects of Gallery & Museum exhibition design, how these can be
expressed in the design brief and suggest the steps you would recommend
for the development of the design;
5) Provide evidence of your ability to deliver projects to programme on
budget; and
6) Has your company received relevant national/international recognition
(i.e. awards etc.) for its work on similar high profile schemes?
Minimum level(s) of standards possibly required:
1) Provide examples of projects which detail your experience in delivering
sensitive interventions within listed buildings.
2) Provide examples of a Gallery or Museum Project, which you have
undertaken, with details of how you believe that you have met the original
client brief.
3) Provide comparable examples of projects that you have undertaken in the
Cultural Sector.
4) Provide examples of experience of working with English Heritage on
listed buildings.
5) Please provide examples of projects where you have been required to
coordinate your design with the requirements of an exhibition designer and
detail how their requirements have been integrated into the base design.
6) Please provide examples of previous projects where your proposed team
have worked together and detail how the design benefited.

Justification for the choice of accelerated procedure: In the current
economic climate, a faster procurement process will benefit the economy by
providing quicker distribution of funds into construction markets.

tender or to participate: Envisaged minimum number: 5. Maximum number: 6
Objective criteria for choosing the limited number of candidates: Approach
to providing a fully coordinated design within the constraints of a listed
building.
Ability to deliver high quality project on time and within budget.
Experience of working on projects of a similar nature and complexity.
Evidence of working with heritage organisations and external consultants
on high profile schemes.
