registered contractors to be assessed to an equal standard - CHAS or equal
and approved registration will be required within six months of
appointment to the framework.
The Fee Offer Documents will be issued to short-listed consultants in
February 2010. It is anticipated that the successful consultants will be
appointed in March /April 2010.
Award criteria will ultimately be by further evaluation of Fee Offers from
the short-listed consultants carried out on a price/quality basis. Details
of the evaluation criteria and weighting will be included in the
Invitation To Tender documentation.
Companies should note that the tendering exercises will be conducted via
the eProcurement Scotland Electronic Tendering System in respect of which

As such, the e-mail address of the person to whom Fee Offer documentation
should be issued electronically and who will return the Fee Offer
documentation will be required as part of the expression of interest.

address label provided. The Council will analyse the responses to the PQQ
in accordance with Regulations 23, 24, 25 and 26 of the Public Contracts
(Scotland) Regulations 2006, to identify those Applicants that have the
economic and financial standing and technical or professional ability to
deliver the project. Rejection shall be automatic unless the potential
