SECTION II: OBJECT OF THE CONTRACT
II.1) DESCRIPTION
II.1.1) Title attributed to the contract by the contracting authority:
Design and build contract for a residential development at Westlea Police
Station Site, Swindon - Appointment of main contractor.
II.1.2) Type of contract and location of works, place of delivery or of
performance: Works.
Design and execution.
Main site or location of works: Former Westlea Police Station.

II.1.3) The notice involves: A public contract.
II.1.5) Short description of the contract or purchase(s): Design and
construction of a housing development deveopment consisting of 70
dwellings including associated infrastructure.
The project has a number of aims and aspirations which includes but is not
limited to the limited to the following; aims to achieve a minimum of the
Code for Sustainable Homes Level 4; achieves the Homes and Communities
Agency Design and Quality Standards (DQS), Housing Quality Indicators
(HQI), Building for Life, Lifetime Homes; to have strong physical and
social links with the surrounding community; the dwellings to provide a
healthy environment for their inhabitants which are efficient to run;
encourages sustainable lifestyles including food production, recycling and
minimizing waste; respects the environment by minimizing the use of energy
and resources both in construction and in use; uses materials which are
low environmental impact (Green Guide A or B or equivalent standard),
reclaimed, renewable or recycled or locally sourced.
It is intended that the contract will be let using JCT 2005 Design and
Build contract. The successful bidder will be able to work to tight
timescales, be committed to assist with the delivery of the aims and
aspirations of the project. It is also essential that the successful
bidder is committed and has the ability to deliver sustainable and
environmentally friendly buildings.
The works comprise, the site remediation works, removal of the ground slab
and foundations from the previous building (the former Westlea Police
Station has been demolished down to the ground slab with the residue of
the building crushed and stock piled on site) The Construction of 10
intermediate and 40 general needs housing units together with 20 flat
Women's Refuge. And associated infrastructure, soft and hard landscaping
and the construction of adoptable Highways. Together with any sectional
agreements imposed by the Planning Authority. The discharge of all
Planning Conditions as described within the Planning Conscent.
These works are being procured on behalf of Westlea Housing Association
who are one of the 3 parties of the GreenSquare Group (Oakus, Oxford
Citizen Housing Association and Westlea Housing).
The expected commencement of works on site is April 2010 with a completion
13 months later in May 2011, with an estimated project cost (inclusive of
all works as described above) as betwen 6 000 000 GBP and 7 000 000 GBP.

II.2) QUANTITY OR SCOPE OF THE CONTRACT
II.2.1) Total quantity or scope: The full scheme is to cost in the region
of 6 000 000 GBP to 8 000 000 GBP. This will include all site remediation
works, construction, infrastructure, landscape and highways.
Estimated value excluding VAT:
Range: between 6 000 000 and 7 000 000 GBP.

II.3) DURATION OF THE CONTRACT OR TIME-LIMIT FOR COMPLETION: Starting:
4.4.2010. Completion: 6.5.2011.
SECTION III: LEGAL, ECONOMIC, FINANCIAL AND TECHNICAL INFORMATION
III.1) CONDITIONS RELATING TO THE CONTRACT
III.1.1) Deposits and guarantees required: The Authority reserves the
right to request a Parent Company Guarantee and/or other guarantees of
performance and financial liability.
III.1.2) Main financing conditions and payment arrangements and/or
reference to the relevant provisions regulating them: Payment will be in
accordance with the terms of contract. Further details will be included
within the contract documentation.
III.1.3) Legal form to be taken by the group of economic operators to
whom the contract is to be awarded: The Authority's preference is to enter
into a contract with a single contractor. In the event of a joint venture
or consortium bid, legal entity must be formed at the time of contract and
each member may be required to be jointly and severally liable.
III.1.4) Other particular conditions to which the performance of the
contract is subject: Yes.
Commencement of the contract will be subject to the grant of satisfactory
planning permission. The development is due to be considered for planning
consent in January 2010.
III.2) CONDITIONS FOR PARTICIPATION
III.2.1) Personal situation of economic operators, including requirements
relating to enrolment on professional or trade registers: Information and
formalities necessary for evaluating if requirements are met: As set out
in the PQQ.
III.2.2) Economic and financial capacity: Minimum level(s) of standards
possibly required: 10 000 000 GBP public liability, employers liability
and professional indemnity insurances. This is a pass/fail criterion.
Bidders who do not meet this minimum will be excluded and their bids not
considered further.
Provision of Reference from company bankers. This is a pass/fail
criterion. Bidders who do not meet this minimum will be excluded and their

evaluating if requirements are met:
Relevant experience, proof of capability and available capacity to deliver
within the timescale.
