SECTION II: OBJECT OF THE CONTRACT
II.1) DESCRIPTION

performance: Works.
Realisation, by whatever means of work, corresponding to the requirements
specified by the contracting authorities.

II.1.3) The notice involves: The establishment of a framework agreement.
II.1.4) Information on framework agreement: Framework agreement with
several operators.
Maximum number of participants to the framework agreement envisaged: 1000.
Duration of the framework agreement: Duration in months: 24.
Justification for a framework agreement, the duration of which exceeds
four years: The requirement includes an option to extend the framework by
up to a maximum of 1 year.
Estimated total value of purchases for the entire duration of the
framework agreement:
Estimated value excluding VAT: 10 000 000 GBP.

maximum individual value of 25 000 GBP.
II.1.5) Short description of the contract or purchase(s): The Highland
Council is to introduce framework agreements for construction contractors
to maintain and improve our buildings and help to deliver our repairs and
capital programme.
This particular requirement, contractor framework category 1, will cover
all categories of work for repairs, maintenance and minor works projects
up to an individual value of 25 000 GBP. The intention is to create a
formal framework database of all competent contractors who apply to
participate.
Within this category contractors will be required to respond to individual
works orders for both domestic and commercial properties, participate in a
quotation process for certain categories of work where competition may be
required and deliver a responsive repairs service both during and outwith
normal working hours.

II.2) QUANTITY OR SCOPE OF THE CONTRACT
II.2.1) Total quantity or scope: The Highland Council in creating this
framework does not guarantee any minimum level of expenditure, quantity,
allocation or value of work or inclusion in any quotation process. The
allocation of work will be determined by the prevailing circumstances and
may relate to availability of internal resources, the contractors
availability, location of works, capability, trade discipline, performance
monitoring and the ability to respond to a specific requirement in a
specific area.
The value of individual works orders shall not exceed 25 000 GBP.
II.2.2) Options: Yes.
Description of these options: The requirement includes an option to extend
the framework by up to a maximum of 1 year.

II.3) DURATION OF THE CONTRACT OR TIME-LIMIT FOR COMPLETION: Starting:

SECTION III: LEGAL, ECONOMIC, FINANCIAL AND TECHNICAL INFORMATION
III.1) CONDITIONS RELATING TO THE CONTRACT
III.1.2) Main financing conditions and payment arrangements and/or
reference to the relevant provisions regulating them: Payment conditions
will be relevant and appropriate to each individual project appointment.
III.1.3) Legal form to be taken by the group of economic operators to
whom the contract is to be awarded: Jointly and severally liable.
III.1.4) Other particular conditions to which the performance of the
contract is subject: Yes.
Contractors will be required to complete a supplier appraisal
questionnaire (SAQ) for this framework. The purpose of the SAQ is to
identify that each contractor is suitably experienced, competent, capable
and qualified to participate in their work category in the framework. The
Highland Council will use the information provided in response to the SAQ
to determine those that are suited, in the opinion of the Evaluation
Panel, in terms of technical knowledge and experience, and organisational
and financial standing to participate. Any person wishing to receive SAQ
documents should either register through this website and download the
documents attached or e-mail procurement.unit3@highland.gov.uk.
All contractors satisfying the requirements of the supplier appraisal
questionnaire will enter the framework.

SECTION VI: COMPLEMENTARY INFORMATION
VI.3) ADDITIONAL INFORMATION: The Highland Council are developing the use
of Constructionline and CHAS Registration as part of their pre
qualification requirements for contractors applying for property related
construction works. The initiative intends to avoid repetitive requests
for general information at pre qualification stage. However, the Council
cannot insist on Constructionline Registration and must allow non
registered contractors to be assessed to an equal standard - CHAS or equal
and approved registration will be required within six months of
appointment to the framework.
Completed questionnaires may be returned by e-mail to
procurement.unit3@highland.gov.uk and may also be returned in hard copy,
using the address label provided.
Rejection shall be automatic unless the potential participant is able to
demonstrate business, technical, and financial capacity and propriety in
respect of all of these requirements in relation to the provision of
services forming the subject of the potential participants expression of
interest.
Closing date for receipt of completed SAQ is Friday 8.1.2010 at 12:00
noon. Submissions made after this time and date will not be considered.
Collabarative arrangements:
Highlands and Islands Fire and Rescue Service and Northern Constabulary
shall be able to purchase any services from this framework where they are
not covered by an existing agreement. There is however no guarantee of any
works being ordered by either of these named authorities.
