Note: The Naval Undersea Warfare Center, Division Newport, Rhode Island is NOT accepting quotes or proposals via submission through NECO. **THIS SYNOPSIS IS BEING POSTED FOR ADMINISTRATIVE PURPOSES IN ORDER TO CONNECT SOLICITATION N66604-09-Q-0065 TO FEDBIZOPPS. THE RESPONSE DATE FOR THIS PRESOLICITATION NOTICE REMAINS 10/23/2009 AND THE CLOSING DATE FOR THE SOLICITATION REMAINS 11/04/2009** The Naval Undersea Warfare Center Division Newport intends to place a firm fixed price, sole source contract with Lockheed Martin Maritime Systems and Sensors for a system modification to detect a muzzle door linkage failure on SEAWOLF Class submarines. The modification is to include illuminating an indicator on the Torpedo Tube Control Panel (TTCP) when a failure occurs. At this time, Lockheed Martin Maritime Systems and Sensors is the only source qualified to furnish the required services IAW the Statement of Work, as Lockheed Martin MS2 possesses and maintains and Integrated Test System in a lab environment that supports problem investigation, off-hull testing, product integration and verification and system testing. All drawings and software requirement specifications that document the configuration reside in the Lockheed Martin system. Awarding to any other sources would result in duplication of costs and would be very time prohibitive. This acquisition will be processed using FAR Part 13 Simplified Acquisition Procedures. NAICS Code 334511, size standard 750 employees. The notice of intent is not a request for competitive proposals. All responsible sources may submit a capabilities statement which will be considered by the Government. A determination by the Government not to compete this proposed acquisition based on responses to this notice is solely within the discretion of the Government.
