Subject: Africa MSME Finance Program- Provision of Advisory Services to Banc ABC in four Countries: Botswana, Mozambique, Tanzania and Zambia

Request for Expressions of Interest


IFC Johannesburg intends to finance the assignment to provide advisory services to Banc ABC. The objective of this assignment is to build an efficient and profitable SME banking business for all four participating countries as well as a viable Micro Finance division for the Zambian Operation. The project scope will cover ABCH’s selected markets of Mozambique, Botswana, Zambia and Tanzania. A resident advisor will be embedded in each of these countries. The project will research, plan and implement various capacity building components including Risk Management, Credit Scoring Tool and methodology, Training, product and process development. A diagnostic will be carried out in the beginning to establish the actual tasks that need to be done to build a successful SME franchise for Bank ABC. Please note that, the scope may shift slightly in response to the results of the diagnosis in the inception phase.

The project is planned to commence on March 1, 2010 and is expected to be implemented over 24 months in Botswana, Mozambique, Tanzania and Zambia. The client plans to implement the project in two phases. Phase 1 will have Botswana, Mozambique and Zambia and Tanzania will be a Phase 2 project. Phase two is expected to start within a year of the commencement of phase one.

The AMSME model requires that a specialist SME banking consulting firm be engaged for the assignment and in turn the firm will appoint a Resident Advisor who will be embedded in the client environment to drive the planning, implementation and controlling the project activities. In line with this the Banc ABC project will require a Resident Advisor in each of the four countries for a 24 months period. The RA will report directly to the IFC Project Manager.

IFC Johannesburg now invites eligible consultants to indicate their interest in providing their services by submitting a response to this Request for Expressions of Interest (REOI). Please note that Consulting Firms may associate with other interested firms or individuals to enhance their qualifications. Firms that have been determined to be qualified through the evaluated results of this first stage may be invited to submit proposals for the Request for Proposals (RFP) that will be issued at a later date.

Interested consultants must provide the following information that will indicate that they are qualified to perform the services:
• Provide information on your expertise and experience with any prior similar assignments; experience in similar conditions; availability of appropriate skills among staff, etc.
• Demonstrate a capability to meet the World Bank Group’s Vendor Eligibility Criteria as found on www.worldbank.org/corporateprocurement .
• Please note that Marketing Brochures should only be provided as attachments and will not be considered as a substitute for written responses. Elaborate artwork is not required or encouraged.

Responses must be delivered to the below mentioned personnel by e-mail no later than December 1, 2009 and shall not exceed 30 pages. If the submitted response exceeds 30 pages, IFC reserves the right to read only the first 30.

By responding to this REOI, you are confirming compliance with the World Bank Group Procurement Policy.

The responses will be reviewed and those consultants deemed best qualified in IFC’s judgment will be short-listed according to the following criteria:

The following qualifications are mandatory:

• Knowledge of MSME finance and strong technical knowledge of finance, banking and financial institutions advisory services.

• Knowledge of Africa, relevant contacts and client base in the financial sector in Africa

• Demonstrated overall track record and on-the-ground experience working with MSMEs and/or formal financial institutions.

• Capacity to devote the required staffing time and quality to the project, e.g., advisors, back-office support, and short-term experts during the life of the assignment. Proficiency in the language of business of the Program Banks is required for Resident Advisors, Please pay attention on Banc ABC Mozambique, resources will be required to be bilingual (Portuguese and English).

• Demonstrated ability to manage large, multi-country, and complex projects outside the firm's country of origin;

• Demonstrated track record of negotiating agreements with financial institutions or similar organizations;

• Demonstrated track record in delivering superior technical assistance to Program Banks; and ability to meet deadlines during all phases of the project.

IFC reserves the right to limit the number of qualified firms shortlisted for efficiency. IFC reserves the right to verify any information provided, or to request additional information after REOI packages are received. IFC reserves the right to proceed, or to not proceed, with issuing an RFP. IFC reserves the right to modify the scope of work for the RFP as necessary to meet Project requirements.

All data and information received from IFC for the purpose of this assignment are to be treated confidentially and are only to be used in connection with the execution of these Terms of Reference. The contents of written materials obtained and used in this assignment may not be disclosed to any third parties without the expressed advance written notice of IFC.
