CONSULTANT SERVICES FOR SUPERVISION OF CIVIL WORKS

The Republic of Kazakhstan has received a loan from the International Bank for Reconstruction and Development toward the cost of proposed new South West Roads Project: Western Europe-Western China International Transit Corridor (CAREC 1b & 6b). The Project is part of the Country Government program to upgrade of the road corridor from China to Russia through Almaty, Shymkent, Kyzylorda and Aktobe cities (the Western Europe-Western China Corridor—WE-WCC—about 2787km). The WE-WCC upgrade program will be implemented with the participation of the Asian Development Bank, The Islamic Development Bank, the European Bank for Reconstruction and Development and the International Bank for Reconstruction and Development. The Government intends to apply part of the proceeds of the loan to finance consultant services to supervise the civil works that will be launched under the Project in 2010 (the list of those civil works is detailed appended below). The supervision consultants will work for the Ministry of Transport and Communications of the Republic of Kazakhstan (the MOTC), mainly through its Committee for Roads (the Committee). They will supervise civil works of individual contractors. The supervision consultant will also be monitored by the Committee and the Project Management Consultants (PMC) team –selected by the Committee to manage, implement and coordinate the entire Project.

Applicants can apply for any of the following supervision activities:

 Supervision Contract 2010-1: Supervision of upgrade from 2 to 4 lanes road between km 2057 and km 2183 with total length of 126 km (km 2057-2111 length 54 km, km 2111-2135 length 24 km, km 2135-2183 length 48 km). Supervision will start in April 2009 and is expected to last 33 months.

 Supervision Contract 2010-2: Supervision of upgrade from 2 to 4 lanes road between km 2183 and km 2260 with total length of 63 km (km 2183-2217 length 34 km; km 2231-2260 km length 29 km), and supervision of construction works on 52 km long road section that includes supervision of the Shymkent bypass (km 2231-674, length – 38 km) and supervision of Temirlan settlement bypass (km 2217-2231, length – 14 km). Supervision will start in April 2010 and is expected to last 33 months. The construction for the Kyzylorda bypass will start in 2010 and its construction will last for 32 months.

Applicants are requested to indicate all contracts to which they intend to apply, specifying the order of their preferences. This will increase a chance for an applicant to be shortlisted for the contracts they are most interested in. Applicants who indicate their interest in one or more than one contracts shall provide adequate information which proves that they have sufficient managerial and financial resources to supervise each of the contracts they are applying for by separate teams.

The Ministry of Transport and Communication now invites eligible consultants to indicate their interest in providing the services described above. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may associate with other consulting firms to enhance their qualifications. International consultants are encouraged to associate with qualified national consultants. Applicants are invited to focus on the description of their core business and years in business; their qualifications in the field of the assignment; the technical and managerial organization of their firm; the general qualifications and number of key staff; absence of conflicts of interest and existence of quality system. Applicants are encouraged to submit Russian translations of EoI. However, non submission of Russian translation will not affect the assessment criteria in any way,

A consultant will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (current edition).
