The Federal Democratic Republic of Ethiopia has received a credit from International Development Association (IDA) towards the cost of Information and Communication Technology Assisted Development (ICTAD) Project and it intends to apply part of the proceeds for consultancy services. The services include: ICTAD project impact assessment

The ultimate objective of ICTAD Project Impact Assessment includes the following:-
 Collect data, analyze systematically, and identify project’s positive and negative effects (intended & unintended changes) on the beneficiary communities, regulatory institutions, partner universities/colleges and public at large.
 Assess project’s effectiveness and efficiency against the overall development goal and specific objectives of the project.

The scope of this assignment covers all project partner institutions/stakeholders, and Community ICT Developments and community Radio centers, namely:-
Ethiopian ICT Development Agency (EICTDA), Ethiopian Broadcasting Authority (EBA), Ethiopian Telecommunication Agency (ETA), Ethiopian Civil Service College (ECSC), Productivity Improvement Center (PIC), Mekele Institute of Technology (MIT), ICTAD supported TVETs, College of Telecommunication and Information Technology (CTIT), Community Radios, Computer Refurbishment and training Center.
The duration of the assignment will be 2 months starting from the date of signing the contract agreement.
The minimum qualification requirement is BA degree in business administration, social science and other related fields with 5 years of international experience in similar assignments.
The ICTAD project now invites eligible individual consultant to submit their updated CV and other relevant information.
The consultant will be selected in accordance with the procedures set out in the World Banks Guidelines: Selection and employment of consultants by World Bank Borrowers which can be found at the following address www.world bank.org/procedure.

Expressions of interest must be delivered to the address below before 3:00 pm on December 1, 2009
