The Federal Democratic Republic of Ethiopia has received a credit from International Development Association (IDA) towards the cost of Information and Communication Technology Assisted Development (ICTAD) Project and it intends to apply part of the proceeds for consultancy services. The services include: Business Process Re-engineering implementation

The primary objective of the assignment is to introduce appropriate performance measurement systems suitable for public sector that enable foe the successful implementation of organizational change in EICTDA.
The scope of this assignment includes
- Providing advice and support to EICTDA staffs in the ongoing BPR implementation and changing process.
- Providing mentoring and advisory service to EICTDA in the development and implementation of performance measurement systems such as balanced score card (BSC) or any other internationally accepted systems as a tool.
- Developing a working guideline document for the whole implementation of the BPR,
The duration of the assignment will be 6 months starting from the date of signing contract agreement.
The ICTAD project now invites eligible consulting firms to express their interest in providing the services. Interested consulting firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may associate to enhance their qualifications.
A consultant will be selected in accordance with the procedures set out in the World Banks Guidelines: Selection and employment of consultants by World Bank Borrowers which can be found at the following address www.world bank.org/procedure.
The method of selection is Quality and Cost Based Selection.

Expressions of interest must be delivered to the address below before 3:00 pm on December 1, 2009
