Invitation for Expressions of Interest (EOI)

The Government of Guyana (GOG) has received financing from the Inter-American
Development Bank (IADB) to implement the Modernization of the Justice
Administration System Programme. The objective of the programme is to enhance the
investment climate and rights enforcement in Guyana, through improved public sector
governance.
It is intended that part of the proceeds of the financing be applied to eligible payment
under contract for consultancy services.
The Technical Secretariat – within the Ministry of Legal Affairs is proceeding with the
hiring of a consulting firm to: Establish Civil and Criminal Justice Committees at the
Nation and Regional level of the Country.
The goal of this consultancy is to support the establishment and institutionalization of
formal structures that would foster and sustain ongoing participation of civil society in
justice sector strategy and policy development.
The Technical Secretariat within the Ministry of Legal Affairs invites eligible consulting
firms from any member country of the Inter-American Development Bank (IDB) with
qualifications in Law and experience in designing and implementing systems to enable
civil society to participate in the development of justice sector policy development and
enhancing coordination and collaboration among justice sector institutions to submit
expressions of interest.
The consulting firms must provide: (i) general information on the firm’s name, address,
e-mail, phone and fax number, and in the case of an association, the name of the
representative firm; (ii) information on the organization of the firm and its main areas of
activity/specialization; (iii) description of specific experiences in similar projects. The
information requested in (ii) and (iii) should include, in not more than ten pages, at the
minimum, a description of the activities, which includes the degree or percentage of
participation of work done, the execution period and dates, the level of responsibility, and
the country or location of the project. Also, additional information may be included as
annexes indicating that consulting firms are qualified to perform the services.
The curricula vitae of potential personnel to be involved in the project are not required at
this stage.
The Technical Secretariat will evaluate the EOI submitted and prepare a short list of no
more than six consulting firms that will be requested to submit technical and financial
proposals.
Interested consulting firms are required to deposit their EOIs no later than Tuesday, 24
November 2009, at 8:30 hours in the tender box at the National Procurement and Tender
Administration Building, Ministry of Finance, at the first address below.
The EOI must be signed by an authorized representative of the consulting firm and
submitted in accordance with the terms of reference to the referred address.
Local consulting firms are required to submit their expressions of interest with a valid
Guyana Revenue Authority (GRA) and National Insurance Scheme (NIS) compliance
certificates along with the most recent audited financial statements.
International consulting firms are required to submit their expressions of interest with a
valid certificate of registration.

provided—by contacting the Procurement Officer, Technical Secretariat, at the second
address below.
The Technical Secretariat will return unopened any EOIs received after the time and date
specified for the submission.
“Consultancy: Establishment of Civil and Criminal Justice Committees at the National
Regional level of the Country” must be clearly marked at the top left hand corner of the
envelope that contains the EOI.
