This invitation for bids follows the general procurement notice for this project that appeared in
UN Development Business No. 578 of 16 March 2002.
The Government of Guyana has received financing from the Inter-American Development Bank
(IDB) toward the cost of the Unserved Areas Electrification Programme, which includes a
Hinterland Project Preparation Component. As part of its Hinterland Strategy, the Government
intends to conduct several demonstration projects, and it intends to apply part of the loan proceeds
for the procurement of Solar Home Systems for 12 hinterland communities. Bidding will be
governed by the IDB’s eligibility rules and procedures.
The Office of the Prime Minister now invites sealed bids from eligible and qualified bidders for the
supply of:
*Lot 1 - Photovoltaic Systems for Chenapou and Waipa in Region 8; and Yupukari and Sand Creek
in Region 9
*Lot 2 - Photovoltaic Systems for Sebai, Red Hill and Hobodeia in Region 1; Santa Aratak in
Region 3 and Saint Deny’s in Region 2
*Lot 3 - Photovoltaic Systems for Jawalla and Paruima in Region 7; and Rockstone in Region 10
The delivery period is earliest to 60 calendar days from the award of each contract.
Bidding will be conducted through the international competitive bidding procedures specified in the
IDB’s Policies for the Procurement of Works and Goods financed by the Inter-American
Development Bank
and is open to all bidders from eligible source countries as defined in the
policies.
Interested eligible bidders may obtain further information from the Project Implementation Unit at
the Office of the Prime Minister and inspect the bidding documents at the first address below from
6 November to 7 December 2009, Monday through Friday, during the hours of 08:00 to 16:30.
Qualifications requirements include: bidder’s financial capacity, experience and technical capacity,
delivery schedule, responsiveness to all lots. A margin of preference for eligible national contractors
shall not be applied. Additional details are provided in the bidding documents.
A complete set of bidding documents, in English, may be purchased by interested bidders in person
or on the submission of a written application to the first address below and upon payment of a nonrefundable
fee of $5,000 Guyana dollars. The method of payment will be by cash or Manager’s
check. Alternatively, a ‘soft’ copy of the bidding document may be downloaded from the website
below at no cost. Bidders, however, are required to fill an online form before downloading the
bidding document.
All bids must be accompanied by security in the amount specified in the bidding document and be
delivered to the second address below at or before 09:00 hours on Tuesday, 8 December 2009.
Electronic bidding will not be permitted. Late bids will be rejected. Bids will be opened
immediately thereafter in the presence of the bidders’ representatives or anyone who choose to
attend in person.
Bidders registered in Guyana must submit the relevant Guyana Revenue Authority and National
Insurance Scheme Compliance Certificates indicating that they have met their Income Tax and NIS
obligation.
