The Government of the Cooperative Republic of Guyana has received financing from the
Inter-American Development Bank (IDB) for the Unserved Areas Electrification
Programme (UAEP). It is intended that part of this financing be applied to payments for a
consultancy service for Management Support for the Guyana Power and Light’s (GPL)
Loss Reduction Investment Program
The Guyana Power and Light is proceeding with the hiring of a consultant to head the
Company’s Loss Prevention Division. The consultant is to provide management support
to GPL in addressing the reduction of non-technical losses associated with the operation
of the company. Some of the services include the effective management of loss reduction
activities, formulation and implementation of specific work plans, development and
maintenance of a database and the generation of reports to guide future actions,
assessment of GPL’s metering infrastructure to determine appropriate response to
tampering and the assessment of type and amount of Government support required.
The consultant is expected to assume full time employment for a period of 9 to 12 months
during which they will train a local counterpart who will assume direct responsibility for
Loss Reduction activities at the end of the consultancy.
The Guyana Power & Light now invites eligible Individuals to expres their interest in
providing the service. Interested individuals must submit general information indicating
their name, address, e-mail, phone and fax number and a general description of specific
experiences in similar projects. An individual will be selected in accordance with the
procedures set out in the IDB’s Policies for the Selection and Contracting of Firms.
Interested firms may obtain further information between the hours of 8:30 to 16:00,
Monday through Friday, from the Procurement Officer, Project Implementation Unit,
UAEP, at the first address below.
Expressions of interest will be evaluated, and a shortlist of no more than six individuals
will be requested to submit technical and financial proposals.
Local consultants are required to submit their EOI with a valid Guyana Revenue
Authority and National Insurance Scheme compliance certificates.
Expressions of interest must be placed in sealed envelopes, clearly marked on the top
right hand corner “Expression of Interest for the GPL’s Loss Reduction Consultant,”
including the words ‘Do Not Open Before 09:00 hours on Tuesday, 24 November 2009’,
addressed to the Chairman, National Procurement and Tender Administration Board
(second address below), and deposited in the tender box before 09:00 hours on Tuesday, 24
November 2009.
