INVITATION TO BID


PNOC Exploration Corporation (PNOC EC), through its 2009 Corporate Budget intends to apply the sum of Seven Hundred Twenty One Thousand Six Hundred Pesos (Php721,600.00) being the Approved Budget for the Contract (ABC) for the SUPPLY AND DELIVERY OF TWO (2) UNITS TRANSFORMERS FOR PNOC EC MALANGAS PROJECT OPERATIONS (the "Project"). Bids received in excess of the ABC shall be automatically rejected at bid opening.

PNOC EC now invites sealed bids for the Supply and Delivery of Two (2) Units Transformers for PNOC EC Malangas Project Operations, Malangas, Zamboanga Sibugay Province, Philippines (CIF Malangas). Delivery of the Goods should be within Thirty (30) calendar days upon receipt of Notice to Proceed. Bidders should have completed, within two (2) years from the date of submission and receipt of bids, a contract similar to the Project.

Bidding will be conducted through open competitive bidding procedures using non-discretionary pass/fail criterion as specified in the Implementing Rules and Regulations Part A (IRR) of Republic Act No. 9184 (R.A. 9184), otherwise known as the "Government Procurement Reform Act,". Bidding is open to all interested bidders, whether local or foreign, subject to the conditions for eligibility provided in the IRR of RA 9184. The bidder with the Lowest Calculated Bid (LCB) shall advance to the post-qualification stage in order to finally determine responsiveness of the bid to technical and financial requirements of the project. The contract shall then be awarded to the Lowest Calculated and Responsive Bidder (LCRB) who was determined as such during the post-qualification procedure.

A complete set of Bidding Documents may be purchased by interested Bidders from PNOC EC's Procurement Section (c/o Mr. George N. Alejandro) starting November 16, 2009 upon payment of a nonrefundable fee in the amount of Pesos: One Thousand (Php1,000.00). The Bidding Documents shall be received personally by the prospective Bidder or his authorized representative. It may also be downloaded from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that Bidders shall pay the nonrefundable fee for the Bidding Documents not later than the submission of their bids.

Sealed bids must be submitted in three (3) sets each to PNOC EC's Bids and Awards Committee, Bldg. 1, Energy Center, Fort Bonifacio, Taguig City not later than 2:00 P.M., Philippine Time on November 26, 2009. The bids shall be publicly opened immediately thereafter. Late Bids shall not be accepted.

PNOC EC reserves the right to accept or reject any Bid, to annul the bidding process, and to reject all Bids at any time prior to contract award, without thereby incurring any liability to the affected Bidder or Bidders.
