Title:InstitutionalCapacity Building for Labour Export in the Pacific

The Pacific Cooperation Foundation has received financing in the amount of US$500,000 equivalent from the World Bank toward the cost of the Institutional Capacity Building for Labour Export in the Pacificproject (the "Project") and it intends to apply part of the proceeds to payments for goods and consultingservices to be procuredunder this Project. The Project will focus on:

Ø Establishing legislative frameworks to facilitate the movement of labour to external markets through review and developmentof seasonal labour scheme legislation and regulation
ØEnsuring that labour departments are wellstructured and staff have the necessary skills to efficiently administer operational functions pertaining to the seasonal labourscheme
Ø Developing marketing strategies, tools and domestic awareness programmes to enable laboursending countries to promote a reliable workforce
ØEnsuring that labour sending countrieshave capacity to conduct pre-departure training for workers through the development of orientation modules and train the trainerprogrammes.
Ø Developing a data collection system on worker profiles and employer and employeefeedback, and providing technical training on the operation of the system
Ø Developing policy within labour sending countriesregarding health insurance, funding and capturing gross and net earnings.

PCF is aiming to select consultants in January 2010 with a view to consultantsbeginning work in the Pacific Island countries of Kiribati, Samoa, Tonga and Vanuatu in February and March 2010.

Inaddition to having successfully executed similar work, the successful consultant(s) is expected to be qualified in a relevantdiscipline and preferably possess experience of working at senior level in or with pacific island countries. Below is a list of thetype of consultant required and a sample of the objectives:

Legal Consultant

Ø To advise on the need for regulatory measures for temporary labour migration
ØTo assist with any legal draftingrequirements

Human Resources / Management Consultant

Ø To optimally configure roles and functions (jobdescriptions, FTEs, job sizing)
Ø To establish a staff training and development plan forstaff performance management regime
Ø To develop detailed costing of service delivery activities/functions to informbudget planning.

Training Consultant

Ø To provide presentation andgroup work training to newPre Departure Orientation trainers
Ø To provide advanced training for more experienced PDOproviders
Ø
To assist in identifying and developing PDO training programmes

Marketing & Domestic Awareness Consultant:

Ø To assist in the development of a funded marketing strategy
Ø To traindesignated personnel to develop marketing strategies
ØTo develop marketing tools relevant to theimplementation of the marketing strategy
Ø To assist inthe development of two marketing roadshows for PICs to deliver in New Zealand
Ø To develop adomestic awareness programme
Ø To assess the need for equipment to develop and disseminate materials for domesticawareness.

Database / Information Systems Consultant

Ø To assess data requirements and current information storage / retrieval methods
Ø To identify and implement a database to suit the PIC's needs
Ø To assess the training requirements of database users including ability to transfer excelsfiles to database and undertake their own batch uploading
Ø To provide extensive refresher and advanced training toupskill all database users

Policy consultants

Ø To discern the most viable option for worker health insurance
Ø To determineoptimal arrangementsfor ensuring sustainability of revolving fund
Ø To establish a means for capturing a reliable estimateof the annual gross and net earnings of workers in both the RSE and PSWPS, and the proportion of net remitted.

Procurement of contracts financed by the World Bank will be conducted throughthe procedures as specified in the World Bank's Guidelines: Procurement under IBRD Loans and IDA Credits (current edition),and is open to all eligible bidders as defined in theguidelines. Consulting services will be selected in accordance with the WorldBank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers (current edition).
