REQUEST FOR EXPRESSIONS OF INTEREST

Business planning, HR development and public service improvement trainings for Serbian Pension and Disability Insurance Fund and Tax Authority


This Request for Expressions of Interest follows the general procurement notice for this project that appeared in UN Development business no. 658 of July 16, 2005.

Republic of Serbia has received a credit from the International Development Association (IDA) toward the cost of the Serbian Consolidation of Collection and Pension Administration Reform Project (PARIP Project), and it intends to apply part of the credit proceeds to payments for local qualified firm to provide: Business planning, HR development and public service improvement trainings for Serbian PDI Fund and Tax Autrhority, reference no. SRB-PARIP-4071YF-TR-09-55-HR.

Selected firm is expected to provide a range of trainings for managers and staff of the Serbian PDI Fund and the Tax Authority aiming to increase standards of performance and service. Trainings should include following modules: 1) overall training program for managers and staff; 2) training of trainers; 3) human resource department; 4) customer service training; 5) staff training and 6) media training.

Estimated commencement of the services is March 2010 and duration of the engagement is 6 months with the possibility of extension depending on successful delivery of high quality training and satisfaction of PDI Fund, Tax Authority and the Project Management.

Ministry of Labor and Social Policy and the Ministry of Finance are inviting, through the Deposit Insurance Agency, interested firms to submit Expression of Interest for providing above trainings.

Interested firms should possess: (1) Minimum 5 years of proven experience in designing, developing and implementing trainings for managers and employees with the aim to raise standards of performance and service; (2)
Team of qualified trainers, capable of delivering the above service (these must be certified training professionals with at least 4 years of experience in providing similar trainings). Consultants may associate to enhance their qualifications.

Expressions of Interest should contain following information: (1) profile of the firm; (2) CVs of team members that would work on above mentioned assignment; (3) information on experience in simmilar assignments and supportive material indicating qualification and competence of the firm to perform the services (portfolio, description of similar asssignments etc.).

Consultant will be selected in accordance with the procedure set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers, Maj 2004, revised October 2006.
Interested consultants may obtain further information on the address bellow on working days from 09:00 to 15:00 hours, not later than 3 days before the deadline for submission of Expressions of Interest.
Expressions of Interest must be delivered in English language by mail or e-mail to the address bellow by December 4, 2009.
