1. The Government of Azerbaijan has received a loan from the International Bank for Reconstruction and Development (IBRD) in various currencies towards the cost of Azerbaijan Highway Project 2. It is intended that part of the proceeds of this loan will be applied to eligible payments under the contract for Collection of Road Condition and Inventory Data for Azerbaijan.

2. The Ministry of Transport, Azerroadservice OJC now invites sealed bids from eligible bidders for the construction and completion of

• The one off Road Location Survey of the entire sealed and unsealed networks, including the collection of road inventory and furniture data, road geometry, GPS and video data. The establishment and definition of LRP’s, Nodes, and segments.

• The annual collection of pavement condition data on the sealed Azerbaijan network including the collection of roughness, rutting, geometry, GPS, pavement distress, the collection of network video, and optional additional services to collect , macro texture, skid resistance and bridge and traffic data.

• All associated equipment validation, data processing, compliance monitoring and reporting.

3. Interested eligible bidders may obtain further information from and inspect the bidding documents at the office of PIU- Azerbaijan Higway Project.

4. A complete set of bidding documents may be purchased by interested bidders on the submission of a written application to the above and upon payment of a non-refundable fee of 150 AZN or in a convertible currency 190 USD. The method of payment will be cash or by bank transfer to:

5. Procurment will be conducted in accordance with the World Bank Procurement Guidelines of May 2004 (revised October 2006). The provisions in the Instructions to Bidders and in the General Conditions of Contract are the provisions of the World Bank Standard Bidding Documents: Procurement of Small Works.

6. Bids must be delivered to the above office on or before 17:00 (local time) on January 12, 2010 and must be accompanied by a security of 50 000 AZN or in a convertible currency 63 000 USD

7. Bids will be opened in the presence of bidders’ representatives who choose to attend at 17:05 (local time) on January 12, 2010 at the offices of Azerroadservice OJC, 72/4 Uzeyir Hajibeyov str. Baku, AZ1010

8. Qualified domestic bidders are not eligible to receive a margin of preference in Bid evaluation
