MOLDOVA SOCIAL INVESTMENT FUND 2 PROJECT (MSIF 2), TF094952
CONSULTING SERVICES FOR TECHNICAL ASSISTANCE AND TRAINING FOR DEVELOPMENT OF INTEGRATED SOCIAL CARE SERVICES AT COMMUNITY AND DISTRICT LEVELS

Republic of Moldova has received a Grant from the European Community, represented by the Commission of the European Communities, administered by the World Bank for Moldova Regional Development and Social Protection Project. Part of the proceeds of this grant shall be managed by Moldova Social Investment Fund II (MSIF II) Project and used for payments under the contract for provision of technical assistance and training for development of integrated social care services at community and district levels.
Consultant services are required to assist and support at least 10 selected districts with developing (updating) social care services strategic plans and improvement of project proposals, to meet MSIF II Project, Social Care Services Component expected results and strategy and provide specialized training to future social care services centers’ managers and staff.

Based on the above, the Consultant will be required to provide the following:

 Comprehensive analysis of the social assistance/protection services at district level;

 Mapping the system of social assistance/protection services at district level; identifying gaps, needs and priorities to be addressed, using data provided by the relevant district authorities;

 Developing (updating of) the strategic (master) plan for integrated social assistance/protection services development, with the involvement of all stakeholders at district and local levels;

 TA for improvement of the drafted by the district authorities and accepted by MSIF project proposals;

 TA for elaborating the social design of each project proposal submitted to and accepted by MSIF;

 Supervision on the compliance of the elaborated technical design to the social design and to the beneficiaries needs;

 TA for the development of social partnerships at district level between LPAs at various levels, the nongovernmental sector and other social partners, in elaboration and implementation of various projects within the district strategic plan;

 Elaborate on the mechanisms for monitoring and evaluation of the implementation of the strategic plan for the development of social assistance/protection services at district level, including mechanisms for information and dissemination at national level of the experiences accumulated during project implementation;

 Identification of training needs at district level, associated to the implementation of the project proposals submitted to and accepted by MSIF;

 Provision of technical assistance and training to employed managers and staff of future social care services centers, according to the identified training needs; and

 Identification of further needs for TA to accompany the projects during the first year of operation.

The Consultant will provide training at district level, both to the LPA representatives and NGOs active in the field and other social partners, regarding:

- Situational analysis and use of data in strategic planning;
- Development of integrated services for social assistance/protection and their coordination at district level with the referral and supervision systems used for protection;
- Standards for quality social services; application and monitoring of standards;
- Elaborating/improving project proposals for social assistance/protection services;
- Social services management;
- Effective/efficient communication and communication strategies;
- Public awareness;
- Community involvement; coordination of volunteer activities;
- Social partnerships development; and
- Organizational planning and development.

As part of training program and in order to increase the awareness of local government representatives in the field of integrated social care services, study tours, to similar social care services centers, created in Moldova, will be organised for local public administration representatives, NGO and MSIF staff.

MSIF will make available to the Consultant relevant operational documents, developed by an international firm, under a previous similar assignment.

Moldova Social Investment Fund (MSIF) now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may associate to enhance their qualifications.
A consultant will be selected in accordance with the Selection Based on Consultant’s Qualifications procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers, May 2004, updated in October 2006.
