Specialized Technical Training Services in Statistics and Experimental Design

An Advance Contract Award Notice (ACAN) allows departments and agencies to post a notice, for no less than fifteen calendar days, indicating to the supplier community that it intends to award a good, service or construction contract to a pre-identified contractor. If no other supplier submits, on or before the closing date, a statement of capabilities that meets the requirements set out in the ACAN, the competitive requirements of the government’s contracting policy have been met. Following notification to suppliers not successful in demonstrating that their statement of capabilities meets the requirements set out in the ACAN, the contract may then be awarded using the Treasury Board’s electronic bidding authorities.
If other potential suppliers submit statements of capabilities during the fifteen calendar day posting period, and meet the requirements set out in the ACAN, the department or agency must proceed to a full tendering process on either the government’s electronic tendering service or through traditional means, in order to award the contract.
As part of its business plan, the Biotechnology Research Institute (BRI) of the National Research Council of Canada (NRC) has committed itself to providing the technical officer groups with specialized technical training. The needs identified for 2009–2010 and 2010–2011 are for training in statistics and experiment planning.

The training shall be given in both official languages. In addition, the company providing the training shall be able to adapt the training to our organization and our in-house software. The training shall be provided onsite. However, it is necessary for technicians who will be hired in the future to have access to this training. If the number of new technicians is not enough to create a group, these individuals must be able to attend a public session that is the equivalent of what is being offered onsite in 2009–2010 and 2010–2011. In other words, if we have new employees who have not had access to this training at the BRI because they started work after the training was given, they shall be able to attend the public sessions.

The training in statistics will be offered to three groups in the 2009–2010 fiscal year, between January 2010 and mid-March 2010. The second training session will be offered to three other groups in the 2010–2011 fiscal year, between April and June 2010.

Specifications:
• Ability to provide introduction to statistics and experiment planning training in scientific fields.
• Ability to provide onsite (at BRI) training and offsite training for the general public in these fields.
• Offsite course content shall be adapted to BRI’s needs and software. One or two meetings with the project leader and a group of technicians will be required to identify adaptation needs.
• The company providing the training must be able to offer training in French and English and shall provide documentation in both official languages. The company offering the training must cover the translation costs.
• The training shall include explanations for statistical concepts, group discussions and computer applications, and shall incorporate BRI case studies in order to facilitate the integration of concepts.
• Training shall focus on the practical aspects of statistics and the understanding of statistical concepts rather than on the mathematical aspects.
• The trainer must have an undergraduate degree in statistics and work experience in research and development in the healthcare, agriculture, environmental or other relevant fields. In addition, s/he must have a number of years of experience as a trainer in statistics applied to laboratory experiments in the life sciences field.

Introduction to Statistics
The objective is to ensure that technical officers have a sound knowledge of most of the methods currently used. The following subjects should be covered:

• Introduction to basic statistical concepts and principles,
• Traditional and original methods for describing data using digital and graphic tools, and
• A mechanism for statistical tests and decision-making when faced with uncertainty.

Experiment Planning
The objective is to provide training that addresses the construction of advanced experiment plans to optimize a process and/or formulation which require(s) few trials in order to reach the objective. The following subjects should be covered:

• Construction of experiment plans,
• Sample size calculation principle, and
• Statistical analysis of data resulting from planned experiments.

For the following reasons:

The supplier is the only company able to provide specialized statistical training in North America for a research community clientele. The supplier has several training offerings focused on statistical tools in research and development, especially in the life sciences field. It offers sessions ranging from the beginner’s level to the advanced level, and it is the only company to offer training in experimental design, sample size determination, and shelf-life and stability studies. These sessions are especially intended for researchers, research assistants and all laboratory personnel.

The level of effort for this contract is $ 36,000 (plus GST)

“Suppliers who consider themselves fully qualified and available to provide the services/goods described herein, may submit a statement of capabilities in writing to the contact person identified in this Notice on or before the closing date of this Notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements.
