NOTICE OF PROPOSED PROCUREMENT (NPP)

Solicitation #: 1000108591 Closing Date: December 22, 2009 Time: 2:00 pm EDST

This requirement is for the department of Health Canada.

The Department of Health Canada had recently tendered the following requirement under solicitation # 1000098761, and only one supplier qualified.

The department is retendering the requirement in order to potentially obtain more solicitations and qualified suppliers for selection.

Call-ups: all suppliers on both vehicles will be invited to bid on all future requirements, and the winner will be determined according the particular requirement's selection process

Title: Specialized Recruitment Services – Science and Healthcare Professionals

Introduction:

This is a Request for Standing Offer (RFSO) for the provision of Specialized Recruitment Services in this Statement of Work for a one (1) year period with options to extend for three (3) additional one (1) year periods, at the sole discretion of Health Canada.

Health Canada’s primary objective in the acquisition of Specialized Recruitment Services involves identifying qualified Candidates for Positions within the Science and Healthcare Professional fields. Below are examples of some Health Canada position categories and current salary ranges (Certain categories are under negotiations. Please refer to Treasury Board of Canada Secretariat (TBS) website for updates http://www.tbs-sct.gc.ca/pubs_pol/hrpubs/coll_agre/rates-taux-eng.asp):

Estimated Value:

The estimated maximum annual value of all requirements under Call-up(s) to the Standing Offer Agreement (SOA)(s) for 2009-2010 shall not exceed $500,000, including travel and living expenses (if applicable), other expenses and all applicable taxes.

It should be recognized that requirements fluctuate significantly. As a result, the estimated value of individual Call-up(s) will vary. Health Canada cannot provide assurances as to the minimum value of work under an SOA or any resulting Call-up(s).

Ownership of Intellectual Property:

The Contractor will retain Intellectual Property Rights emanating from this contract.

Security Requirement:

It is a condition that, prior to the performance of any work under this SOA, the Contractor and its resources assigned to performance of such work shall have been security cleared by the Federal Government at a minimum level of Reliability Status.

If the successful bidder does not have the required reliability level prior to performance of any obligation under any contract resulting from this RFSO, Health Canada will sponsor the security screening for the Contractor and sub-contractors and their employees assigned to the performance of such contract until it is obtained.

M1 (A) Company Profile
1) The Bidder has provided a company profile and corporate resume
demonstrating the Bidder’s knowledge, experience and expertise in the
provision of Specialized Recruitment Services relevant and similar to HC’s
requirements as defined in the Statement of Work.

At a minimum, the Bidder has included within the profile:
1. The Bidder MUST demonstrate that it has successfully completed a
minimum of twenty (20) successful science and healthcare professional placements in the past five (5) years of which ten (10) were for public sector positions (e.g. federal, provincial or municipal governments, academic institutions, hospitals etc.)
2. A written description of no more than 3 to 5 letter size pages indicating the
Bidder’s capabilities as a firm, and the extent of the Bidder’s experience in
the provision of Specialized Recruitment Services.
M2 (B) Contract/Project Summaries
Bidder has provided three (3) written project summaries describing in
detail their firm’s current/previous experience in successfully providing
Specialized Recruitment Services within one (1) or more client organizations
during the past five (5) years. At least one (1) of the three (3) project
summaries cited has described the provision of these services for the public
sector; at least one (1) has described the provision of these services for a science professional; and at least one (1) has described the provision of these services for a healthcare professional. (Refer to 8.2.1)

HC reserves the right to contact the named client project authorities for the purpose of verifying the accuracy and veracity of the information provided in the Bidder’s Proposal. Should HC choose to contact the project authorities and should one (1) or more named client project authorities provide a negative reference regarding the accuracy or veracity of the information provided in the Bidder’s Proposal, the Proposal will be deemed non-compliant and given no further consideration. Failure to provide all of the above information with respect to each cited
project summary will render the Bidder’s Proposal non-compliant.






M3 (C) Approach and Methodology
The Bidder has provided a written description of no more than 1000 words
of its proposed approach and methodology with respect to the provision of
Specialized Recruitment Services to HC.


M4 (D) Guarantee of Maintained Placement

The Bidder has guaranteed to maintain successful Candidate placement
within HC for a minimum period of time. (See table 2) (Refer to section 2.4.1)
