INVITATION TO BID


The Department of Public Works and Highways-National Capital Region (DPWH-NCR), through its Bids and Awards Committee (BAC), invites potential contractors to bid for the following contract:

1. a) Contract ID : 09OO0027

e) Estimated Project Cost : P20,000,000.00
f) Contract Duration : 90 calendar days

b) Name of Project : Rehabilitation/Reblocking and Improvement of
c) Location : Mac Arthur Highway, (Gen. T Leon to
Poblacion Street, Valenzuela City
d) Brief Description : Asphalting/Concrete Blocking
g) Estimated Project Cost : P20,000,000.00
h) Contract Duration : 90 calendar days

The BAC will conduct this public bidding in accordance with R.A. 9184 and its Revised Implementing Rules and Regulations.

To bid for this contract, a contractor must submit a Letter of Intent (LOI), purchase bid documents and must meet the following major criteria: a) prior registration with the DPWH, b) Filipino citizen or 75% Filipino-owned partnership/corporation with PCAB License applicable to the type and cost of the contract, c) completion of a similar contract costing at least 50% of ABC, and d) Net Financial Contracting Capacity at least equal to ABC, or credit line commitment for at least 10% of the ABC. The DPWH will use non-discretionary pass/fail criteria in the eligibility check, preliminary examination of bids.

Unregistered contractors however, may submit their LOI's simultaneously with their applications for registration, to the DPWH-National Capital Region before the deadline set below for the receipt of LOI's. The DPWH Central, BAC-TWG, will first process the Contractor's Certificate of Registration (CRC) before processing their LOI's. The DPWH Central BAC-TWG will process only those with complete registration requirements.

The significant times and deadlines of procurement activities are shown below:

1. Issuance of Bidding Documents Nov. 12 to Dec. 10, 2009
2. Receipt of Letter of Intent from Prospective
Bidders Deadline: December 4, 2009 until
5:00 P.M.
3. Pre-Bid Conference November 27, 2009 @ 2:00 P.M.
4. Receipt of Bids Deadline: December 10, 2009
until 2:00 P.M.
5. Opening of Bids December 10, 2009 @ 2:00 P.M.

Prospective bidders may download the Registration and LOI Forms from the DPWH website www.dpwh.gov.ph. The BAC will issue hard copies of LOI Forms at DPWH-National Capital Region, BAC Secretariat 2nd St. Port Area, Manila, upon payment of a non-refundable amount of TWO THOUSAND PESOS (P2,000.00) EACH to the DPWH-National Capital Region - Cashier.

Interested contractors are also required to present the originals of their PCAB License and Contractor's Registration Certificate, Certificate of Registration from Philgeps, DPWH Accreditation of their Materials Engineer to be assigned to the project pursuant to D.O. #184, s.1999, Mayor's Permit and Tax Clearance per E.O. #395, s. 2005, to the BAC for authentication.

Prospective bidders, may also download the Bidding Documents (BDs), if available, from the DPWH website. The NCR-BAC will also issue hard copies of the BDs at the same address to prospective bidders upon payment of a non-refundable amount of FIVE THOUSAND PESOS (P5,000.00) EACH. Prospective bidders that will download the BDs from the DPWH website shall pay the said fees on or before the submission of their bid documents Bids must be accompanied by a bid security, in the amount and acceptable form, as stated in Section 27.2 of the Revised IRR.

Prospective bidders shall submit their duly accomplished forms as specified in the BD's in two (2) separate sealed bid envelopes to the BAC Chairman. The first envelope shall contain the Technical Component of the bid, which shall include a copy of the CRC. The second envelope shall contain the Financial Component of the bid. Contract will be awarded to the Lowest Calculated Responsive Bid as determined in the bid evaluation and post-qualification.

The DPWH-National Capital Region reserves the right to accept or reject any Bid, and to annul the bidding process and reject all Bids at any time prior to contract award, without thereby incurring any liability to the affected Bidder or Bidders.
