SECTION II: OBJECT OF THE CONTRACT
II.1) DESCRIPTION
II.1.1) Title attributed to the contract by the contracting authority:
Screening service for the Norwegian Government Pension Fund Global.
II.1.2) Type of contract and location of works, place of delivery or of
performance: Services.
Service category: No 11.
Main place of performance: Oslo.
II.1.3) The notice involves: A public contract.
II.1.5) Short description of the contract or purchase(s): The Norwegian
Ministry of Finance has established ethical guidelines for the Norwegian
Government Pension Fund Global. The guidelines are provided in detail at
www.etikkradet.no. An initial overview of the companies in the Fund's
portfolio are to be found on Norges Bank's webpage: www.nbim.no.
The ethical guidelines aim at avoiding investments in, inter alia:
— Companies which produce weapons that trough their normal use violate
fundamental humanitarian principles. The weapons in question are
antipersonnel landmines, cluster munitions, key components for nuclear
weapons, incendiary weapons, chemical weapons, biological weapons, weapons
that produce non-detectable fragments, and blinding laser weapons;
— Companies which sell weapons and military equipment to the government of
Burma (Myanmar). This includes all forms of weapons and equipment designed
or modified for military applications;
— Companies that manufacture tobacco products. This includes tobacco leaf
companies and any company which produces products made of tobacco. It does
not include companies which produce non-tobacco additives or ingredients
for tobacco products. Nor does it include companies involved only in sale
of tobacco products.
On behalf of the Council on Ethics for the Fund, the Ministry of Finance
calls for tenders on a contract with two assignments:
a) to identify companies in the fund which may be involved in the above
mentioned activities in breech of the Fund's guidelines,
b) to monitor companies already excluded from the Fund's portfolio on the
same basis with the purpose of validating whether the grounds for
exclusion are still valid.
The service entails monitoring of websites and gathering of corporate
information as well as information from other sources to establish whether
companies' activities may be in breach of the guidelines.
The service provider will receive quarterly lists of holdings as well as
companies excluded from the Fund's portfolio.
The service provider shall collect relevant information and submit its
findings in a quarterly report to the Council on Ethics. The report must
contain information on the nature of the involvement of the companies and
the sources for the infromation. The report must be written in English or
Norwegian language.
Only offers to provide information on all three criteria and on all
companies will be considered. However, tendering parties may use
sub-contracts for parts of the assignment.

III.1) CONDITIONS RELATING TO THE CONTRACT
III.1.4) Other particular conditions to which the performance of the
contract is subject: Yes.
Required that the service providers ownership structure and conditions are
enlightened. In case the ownership structure creates a conflict of
interest between the service provider and the Council on Ethics, the
service provider will not be considered qualified for the contract.
III.2) CONDITIONS FOR PARTICIPATION
III.2.1) Personal situation of economic operators, including requirements
relating to enrolment on professional or trade registers: Information and
formalities necessary for evaluating if requirements are met: (1) Company
registration certificate.
(2) Value added tax certificate (National requierment).
(3) Company tax certificate (National requierment).
(4) Self-declaration regarding health, environment and safety in
compliance with Appendix 2 (“Vedlegg 2”) of the Norwegian procurement
regulations (“Forskrift om offentlige anskaffelser” -- National
requierments).

III.2.2) Economic and financial capacity: Information and formalities
necessary for evaluating if requirements are met: (1) Company’s management
accounts for the current financial year, and any other relevant
information.
Minimum level(s) of standards possibly required: The economic and
financial capacity to fulfil the contract's terms.
III.2.3) Technical capacity: Information and formalities necessary for
evaluating if requirements are met:
(1) Manpower proposed for this contract (organisation chart) with names
and CV's of the key personnel who will be responsible for its execution.
(2) A statement of the quality assurance/quality control system operated
by the company.
(3) Other documentation required (Please detail below):
A list of equivalent work carried out by the company the past 3 years.
A description of the company's database, including the number of companies
and the selection criteria for including the companies in the database.
A description of in-house or sub-contractor's competence in the area of
analysis of weapon systems.
Minimum level(s) of standards possibly required:
Considerable experience from similar assignments and established systems
for collecting and storing information.
Competency in the area of weapon systems.
