SECTION II: OBJECT OF THE CONTRACT
II.1) DESCRIPTION

England.

II.1.5) Short description of the contract or purchase(s): As part of the
National Affordable Housing Programme 2008-11 Ashford Borough Council
(ABC) is seeking social housing grant to support a programme of new local
authority house building within the borough. At present 12 sites have been
identified for development by the grant deadline date of October 2009
however it is possible that this number may increase or decrease depending
on the level of grant funding ABC is able to secure.
It is expected that all homes built under this scheme for ABC will achieve
a minimum of Code for Sustainable Homes Level 3 and where viability
permits, Code Level 4. All units must receive practical completion by
March 2011.

VI.1) THIS IS A RECURRENT PROCUREMENT: No.
VI.2) CONTRACT RELATED TO A PROJECT AND/OR PROGRAMME FINANCED BY EU
FUNDS: No.
VI.3) ADDITIONAL INFORMATION: II. 2) Quantity or scope of the contract:
Ashford Borough Council (ABC) is seeking social housing grant to support a
programme of new local authority house building within the borough. At
present 12 sites have been identified for development by the grant
deadline date of October 2009 however it is possible that this number may
increase or decrease depending on the level of grant funding ABC is able
to secure.
The stock to be constructed will consist mainly of one, 2 and 3 bed units
on various sites ranging from circa 3 to 10 units on each site.
It is expected that all homes built under this scheme for ABC will achieve
a minimum of Code for Sustainable Homes Level 3 and where viability
permits, Code Level 4.
As a condition of receiving the funding ABC are required to deliver all
schemes by March 2011. Consequently ABC will seek to have contractors in
place to commence immediately with the design and build of those units for
which it considers adequate funding has been secured.
VI.4) PROCEDURES FOR APPEAL
VI.4.2) Lodging of appeals: Precise information on deadline(s) for
lodging appeals: Ashford Borough Council(ABC) will incorporate a minimum
10 calendar day standstill period at the point when information on the
award of the contract or contracts is communicated to tenderers. This
period will allow unsuccessful tenderers to seek further debriefing from
ABC before the contract or contracts is/are entered into court may order
the setting a side of the award decision or order the contracting
authority to amend any document and may award damages.
Applicants have 2 working days from the notification of the award decision
to request additional debriefing and that information has to be provided a
minimum of 3 working days before the expiry of the standstill period. Such
additional information should be requested from the address in section
I.1. If an appeal regarding the award of a contract has not been
successfully resolved the Public Contracts Regulations 2006 (SI 2006 No 5)
provided for aggrieved parties who have been harmed or a great risk of
harm by a breach of rules to take action in the High Court (England, Wales
and Northern Ireland).
Any such action must be brought promptly (generally within 3 months).
