II.1.5) Short description of the contract or purchase(s): GM Procure, in
association with Lancashire Housing Partnership and Cumbria Housing
Partners, are procuring a Framework Agreement, for the provision of
installer services for various internal and external property works.
The proposed Framework Agreement shall be put in place for a maximum
period of 4 years from 1.8.2010.
The following organisations shall be entitled to utilise the Framework
Agreement, as and when required:
1. GM Procures partners, members and customers, both current and future;
2. Lancashire Housing Partnerships partners, members and customers, both
current and future;
3. Cumbria Housing Partners partners, members and customers, both current
and future;
4. GM PAL partners, members and customers both current and future;
3. Other Partners partners, members and customers, both current and
future;
The organisations listed or referred to above have requirements
predominently within the North West of England. For more information about

The current estimated spend over the duration of the framework is 345 000
000 GBP. Works under this framework shall be awarded via call-off
contracts, which may range from 1 000 GBP to 10 000 000 GBP.
Notwithstanding the above, applicants should note that, under the
Framework Agreement, none of the organisations that are entitled to use
the Framework Agreement shall be under any obligation to do so with
framework partners.
It is anticipated that GM Procure shall select multiple partners across
the framework.
Interested parties are advised that 'Meet the Buyer' events shall be held
on 17/18.11.2009. These are free events, which shall provide further
information on the opportunity available, details on how to successfully
complete the Pre Qualification Questionnaire, and shall provide you with
an opportunity to ask questions of the buyers face-to-face. The events
shall be held as follows:
17.11.2009: DW Stadium, Wigan: Session 1 - 9:30am until 12:00pm Session 2
- 1:00pm until 4:00pm.
18.11.2009: The Rheged Centre, Penrith: Session 1 - 9:30am until 12:00pm
Session 2 - 1:00pm until 4:00pm.

Lancashire Housing Partnership is a regeneration company limited by
guarantee i.e. not for profit. It is a consortium of social housing
providers with stock in Lancashire and works in association with GM
Procure.
Lancashire Housing Partnership aims to generate efficiencies and impact
the local labour market by working collaboratively to procure construction
materials and contractors for their client’s maintenance and investment
programmes. As a consortium, the clients of Lancashire Housing Partnership
will leverage their volume and expenditure in order to achieve this.
It is expected that the clients of Lancashire Housing Partnership will
collectively invest over GPB 80 000 000 in the repair and upkeep of
properties between now and 2012 / 13, and it is anticipated that the
majority of this will be channelled through Lancashire Housing
Partnership.
Cumbria Housing Partners:
Cumbria Housing Partners is a consortium of social housing providers with
stock in the Cumbria area, who are aiming to generate efficiencies and
impact the local labour market by working collaboratively to procure
construction materials and contractors for their planned maintenance and
investment programmes. Cumbria Housing Partners has a remit to invest some
of these efficiencies directly into local businesses, jobs and skills,
toegther with improving services for tenants.
Cumbria Housing Partners are responsible for the upkeep of in excess of 30
000 properties.
The consortia currently have requirements spanning the whole of the North
West, including Cumbria.
Applicants must ensure that they consider agree the spread of the
geographical region within their submission. Applicants should also note
that GM Procure, Lancashire Housing Partnerships and Cumbria Housing
Partners have the option to offer this opportunity to other members,
partners and customers. Accordingly the scope of the requirement may
increase in volume.

VI.4.2) Lodging of appeals: Precise information on deadline(s) for
lodging appeals: The GM Procure, Lancashire Housing Partnerships and
Cumbria Housing Partners will incorporate a standstill period, following
award of the contract. The period shall commence on the day following
award notification, and shall be in accordance with The Public Contracts
Regulations 2006, and all subsequent amendments and directives. At
present, this standstill period shall be no less than 10 calendar days,
however this is subject to change, in accordance with impending
legislation. This period allows unsuccessful tenderers to seek further
debriefing from GM Procure, Lancashire Housing Partnerships and Cumbria
Housing Partners before the contract is entered into.
Applicants have 2 working days from notification of the award decision, to
request additional de-briefing, and that information has to be provided a
minimum of 3 working days before the end of the standstill period. Such
information should be requested from the address in Section VI.4.2.
Applicants who wish to do so, should lodge an appeal before the close of
the standstill period, and in line with the Public Contracts Regulations
2006.
If an appeal regarding the award of the framework has not been
successfully resolved, the Public Contracts Regulations 2006 (SI 2006 No
5) provide for aggrieved parties who have been harmed, or ar at risk of
harm by a breach of the rules, to take action in the High Court (England).
Any such action must be brought promptly (generally within 3 months).
Where a framework has not been entered into, the Court may order the
setting aside of the award decision, or order the authority to amend any
document and may award damages. If the framework has been entered into,
the Court may only award damages.
