II.1.4) Short description of the contract or purchase(s): The 17 Primary
Care Trusts in the West Midlands SHA Region have identified the need to
work more closely in their commissioning of adult mental health and
learning disability placements in the independent sector. A pre-requisite
for this was the creation of a common dataset recording cost, volume and
clinical quality details of all fully funded NHS mental health and
learning disability placements in independent hospitals.
The overall objective of this procurement is to enable commissioning
organisations (PCTs) to develop their processes and structures to take
full advantage of the new opportunities presented by the introduction of
this dataset. The successful tenderer will need to demonstrate an
understanding of how these opportunities can best be exploited.
The procurement will therefore provide:
— A review of each PCT's readiness to take full advantage of the
opportunities provided by the introduction of the dataset,
— Recommendations setting out organisational changes identified as
necessary to deliver the benefits of the dataset,
— Recommendations in relation to training and development needs arising
from the above,
— Agreement with each organisation showing a timetable for the
recommendations arising from the review,
— Project management and reporting of the agreed change programme,
— Where appropriate, agreement with the commissioner to deliver change
management, training, and development support in line with the agreed
timetable.
