this contract is to fulfil the necessary technical and administrative
tasks for the project management of the SEELight (South-East European
Lambda Network Facility for Research & Education) project in Republic of
Bulgaria in accordance with the project specifications including but not
limited to: Design of the national academic backbone network-locations,
topology, equipment specifications, optical cable specifications, and
other components necessary for the functioning of the network in Bulgaria;
Preparation of the Technical specifications and the Tender Dossiers for
the supply contracts related to the SEELight project; Provide assistance
to the Contracting Authority during the procurement; Specifying,
organizing and performing the necessary tasks for the operation and
maintenance of the infrastructure for the Bulgarian part of the SEELight
backbone network for the time period of 3 years.

SECTION VI: COMPLEMENTARY INFORMATION
VI.2) ADDITIONAL INFORMATION: Agreement on a five year Development
Cooperation Programme 2002-2006, as it was subsequently extended to the
year 2011 between the Government of the Republic of Bulgaria and the
Government of the Hellenic Republic. The tender documentation and
procedure reflects the bilateral agreement between the governments of the
Republic of Bulgaria and the Hellenic Republic and is in accordance, as
required, with the general context of EC External Actions procedures.
Council regulation (EC) No. 1267/1999 of 21.6.1999 establishing an
Instrument for Structural Policies of Pre-Accession amended by the Council
regulations (EC) No. 2382/2001, 2500/2001, 769/2004, 2257/2004 and as
modified by Council Regulation (EC) No. 2112/2005 of 21.11.2005 on access
to Community external assistance.
