SECTION II.B: OBJECT OF THE CONTRACT (SUPPLIES OR SERVICES)
II.1) TITLE ATTRIBUTED TO THE CONTRACT BY THE CONTRACTING AUTHORITY:
Complex e-learning tool based on serious gaming and other highly advanced
training technology applications for coaching small and medium-sized
enterprises to profit from opportunities under the framework programme for
research.
II.2) TYPE OF CONTRACT AND PLACE OF DELIVERY OR OF PERFORMANCE: Services.

II.3) SHORT DESCRIPTION OF NATURE AND QUANTITY OR VALUE OF SUPPLIES OR
SERVICES: The complex e-learning tool (the tool) shall serve as a highly
advanced instructional and communication tool with the objective of
promoting SME involvement in transnational R & D cooperation. The tool
shall integrate serious gaming and state-of-the-art interactive multimedia
applications to facilitate knowledge acquisition and skills development
for small enterprises to profit from opportunities under the research
framework programme (FP).
The tool shall be designed to coach small enterprises through FP7
opportunities and issues of innovation and business management, FP7
project and contract management. The following issues shall be covered as
a minimum:
— research and technologybased innovation management,
— supporting small enterprises from the birth of the project idea through
project implementation to the exploitation of results,
— bridging the gap between the academic world and industry,
— identifying strategic partners and successfully participating in
transnational projects,
— successfully translating R & D results into exploitable results for
commercialisation, IP management.
The serious game will focus on a set of key messages to be refined based
on extensive end-user needs analysis, a working group of small enterprises
to be continuously consulted under the service contract and identified
best practices from previous EC-support action projects (e.g. ETI –
economic and technological intelligence projects under FP6).
The more legal, financial and administrative issues and technicalities
related to FP7 management (from application through contractual issues to
final payment) shall be provided as a highly interactive online reference
tool based on simulations and multimedia applications in a user-friendly
manner; the 2 parts (serious game and reference tool) being
interconnected.
The tool shall serve as an interactive and engaging educational
environment that builds on the themes/images of research, science and
technology. It shall appeal to all types of learners and a multicultural
community of end-users. End-users: primarily small and medium-sized
enterprises and their support networks, but the tool shall allow anyone
interested in research/technology based innovation to quickly find
relevant high-quality information on FP. The tool will allow for multiple
users at the same time, a multitude of different individual pathways
(non-linear scenarios) and different levels of complexity to suit the
individual user's needs.
Easy navigation will have to be ensured; the tool will allow for the close
monitoring of individual progress through the wealth of its varied content
and to come back, upon entry later in time, to the same point where one
left off when exiting the tool (personal tracking). The tool will be
searchable by keywords and by questions (FAQ) of users and shall provide
access to external FP-related web content and support tools through
hyperlinks without having to exit the tool. An interactive feedback panel
will need to be provided to the users allowing them to upload any
text-based comment and documents of various format (e.g. doc, pdf, jpeg,
wma, etc.) to be stored in an online library as integral part of the tool;
related security measures will need to be taken.
Units of the course content shall be provided as 'free course' (to be
extracted without modifications) and made compatible with any available
e-learning system (SCORM) for use by other organisations delivering
FP-related courses. The tool shall be compatible with any available
platform (e.g. Microsoft, Linux, PC, Mac, etc.).
The tool is to be delivered mid-2011. Modifications based on user
feedback/questions/uploads are to be executed 4 times a year; tracking
reports (data for EC use only) to be provided every month. The tool will
need to be updated following the modifications expected in the European R
& D support schemes after the end of FP7 in 2013. The complex e-learning
tool shall be hosted externally.
The service contract will comprise other training elements such as
seminars, workshops, demonstration events to promote the tool.
Estimated cost excluding VAT: 1 000 000 EUR.
