concerns development and implementation of an analytical laboratory for
the Risk Analysis Unit at Frontex premises and delivery of related
services such as maintenance, technical support and training.

SECTION III: LEGAL, ECONOMIC, FINANCIAL AND TECHNICAL INFORMATION
III.1) CONDITIONS RELATING TO THE CONTRACT
III.1.2) Main financing conditions and payment arrangements and/or
reference to the relevant provisions regulating them: Interim payment of
30 % of the value of delivery and implementation upon presentation of a
detailed solution.
Balance upon completion of delivery and implementation phase.
Services under SLA paid on quarterly basis.
III.2) CONDITIONS FOR PARTICIPATION
III.2.1) Personal situation of economic operators, including requirements
relating to enrolment on professional or trade registers: Information and
formalities necessary for evaluating if requirements are met: The tenderer
must meet the eligibility criteria per Art. 93 of the Financial
Regulation, it must possess adequate economical, technical and human
capacity to perform the contract and it must have a valid security
clearance at the level of at least 'EU Restricted'.
III.2.2) Economic and financial capacity: Information and formalities
necessary for evaluating if requirements are met: 1) balance sheets or
audited financial reports for the last 2 years;
2) commercial registry document.
Minimum level(s) of standards possibly required: stable financial
situation.
III.2.3) Technical capacity: Information and formalities necessary for
evaluating if requirements are met:
presentation of the company's potential and experience in the fields
related to the tender.
Minimum level(s) of standards possibly required:
the tenderer must prove successful implementation of at least 3 similar IT
projects of a value of minimum 50 000 EUR each during the last 3 years
(reference letters required).
