NASA/GSFC has a requirement for mechanical engineering analysis necessary to ensureadequate operating margins for elevation, azimuth and train axis geartrains. Thespecifications and drawings are linked above or may be accessed athttp://prod.nais.nasa.gov/cgi-bin/eps/bizops.cgi?gr=C&pin=. ]This notice is a combined synopsis/solicitation for commercial items prepared inaccordance with the format in FAR Subpart 12.6, as supplemented with additionalinformation included in this notice. This announcement constitutes the onlysolicitation, which is issued as a Request for Quotation (RFQ); quotes are beingrequested and a written solicitation will not be issued. Offerors are required to usethe On-Line RFQ system to submit their quote. The On-line RFQ system is linked above orit may be accessed at http://prod.nais.nasa.gov/cgi-bin/eps/bizops.cgi?gr=C&pin= . Theinformation required by FAR Subpart 12.6 is included in the on-line RFQ.The Government intends to acquire a commercial item using FAR Part 12 and the SimplifiedAcquisition Procedures set forth in FAR Part 13.Questions regarding this acquisition must be submitted in writing (e-mail is preferred)no later than November 19, 2009 to Janicea.L.McCree@nasa.gov or (301) 286-9159. It is thequoter's responsibility to monitor this site for the release of amendments (if any). This is a modification to the synopsis entitled MECHANICAL ENGINEERING ANALYSISposted on November 12, 2009. You are notified that the following changes are made:Questions & Answers extended and additional vendor questions.Accordingly, the due date for questions regarding this solicitation is Monday, November23, 2009.Question #1:Regarding Statement of Work (SOW),Re-draft the items in modern format using ProE.Manufacturing drawings to ANSI specification. Does the end-user requires Pro-Emodel/drawing data?Answer #1:Pro/E format is preferred, however solid works would also be an acceptable form of CADpackage, so long as manufacturing models could be created from the CAD software.Question #2:Do you have any drawings you can provide that we can look at to get a better idea of thesystem?Answer #2:No. Pdf. versions of the original Vendor's drawings is proprietary, nondisclosureagreement will follow award of contract. The manufacturing drawings for drive train gearsoriginates from the 60's and needs to be updated for modern gear manufacturing.The due date for responses/quotes is NOT extended.Documents related to this procurement will be available over the Internet. Thesedocuments will reside on a World Wide Web (WWW) server, which may be accessed using a WWWbrowser application. THIS NOTICE CONSTITUTES AMENDMENT NO. 002 TO THE COMBINED SYNOPSIS/RFQ FORMECHANICAL ENGINEERING ANALYSIS. Companies shall acknowledge all amendment(s) in theirquote. This notice serves as the official amendment to subject synopsis/RFQ and a writtenamendment will not be issued.The purpose of this amendment is to address additional questions.The due date for receipt of offers is NOT extended, as it will end on November 27, 2009eastern time at midnight.ACCORDINGLY:Question #1, we use AutoCAD Inventor. Would that be ok if we could provide step files?Answer #1, the use of AutoCAD Inventor would be acceptable providing the CAD files weredelivered in step and iges file format.Question #2, advise if the Offeror proposals can be emailed NLT the response date andtime.Answer #2, yes, you can submit your quote via e-mail but through the system is preferred.Question #3, please also advise if multiple Offers can be provided from the same offeror.Answer #3, yes, multiple offers will be accepted.Question #4, please advise if the government is welcome to the Offeror coming andproviding services at the NASA facilities using their software license.Answer #4, the government is requesting delivery of drawings in a CAD software packagecapable of producing solid models of gears for manufacturing purposes. The solid modelscould be Pro-E or other package providing the export files are either .stp or igesformat. The government will not provide the software package for this procurement.Companies shall provide the information stated in the synopsis/RFQ posted on the NASAAcquisition Internet Service (NAIS) on November 27, 2009.
