Assignment Title: Global Index Insurance Facility (GIIF) - Caribbean

Assignment Description

The Global Index Insurance Facility (GIIF, Facility) is a comprehensive insurance-based program to address the scarcity of affordable insurance protection against weather and natural disasters in developing countries. The objective of the GIIF is to promote the development of effective and sustainable markets for indexed weather and catastrophic risk (CAT) insurance in developing countries. Insurance providers in Africa and the Caribbean rarely offer the hazard insurance familiar to industrialized countries. IFC, together with IBRD, has established the Global Index Insurance Facility (GIIF) to address this problem. GIIF takes an innovative index-based approach to insurance that aims to expand access to insurance products in developing countries, and particularly to farmers and owners of property. The Facility managed by IFC, with the European Commission as the primary donor to the initiative’s related advisory services and capacity building program, will provide substantial funding to build local partners’ skills and support the regulatory environment, product development, and specific risk transfer projects in African, Caribbean, and Pacific countries. The Trust Fund will focus on building local partners’ skills and on working with governments and regulators. Proposed Assignment: Mapping the market for index-based insurance in the context of private insurance industry in the Caribbean This assignment aims at identifying markets, countries and companies for GTF intervention in the Caribbean Insurance Sector so that it can further contribute as a relevant partner and catalyst for the functioning and development of a viable and dynamic index-based cat and weather insurance sector.

Funding Source:

The World Bank intends to finance the assignment/services described below under a budget allocation for the Bank's administrative budget.

There are no eligibility restrictions.

Individual/Firm Profile:  Both Firms or Individuals will be considerd for this assignment.


Submission Requirements:
The World Bank now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.).
Consultants may associate to enhance their qualifications.

Interested consultants are hereby invited to submit expressions of interest.

Notes:
Consultants will be selected in accordance with the procedures set out in the current edition of the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers.

Selection and contracting will normally be made from responses to this notification. The consultant will be selected from a shortlist, subject to availability of funding.
