INVITATION TO APPLY FOR ELIGIBILITY AND TO BID

The __2nd Surigao del Norte Engineering District__, through its Bids and Awards Committee (BAC), invites contractors to apply for eligibility and, if found eligible, to bid for the following contract:

the Contract (ABC) : Php 9,650,000.00
Contract Duration : 180 calendar days

The BAC will conduct this public bidding in accordance with R.A. 9184 and its Implementing Rules and Regulations Part A.

To be eligible to bid for this contract, a contractor must submit a Letter of Intent (LOI) and must meet the following major criteria: (a) prior registration with the DPWH, (b) Filipino citizen or 75% Filipino-owned partnership/corporation with PCAB license applicable to the type and cost of this contract, (c) completion of a similar contract costing at least 50% of ABC, and (d) Net Financial Contracting Capacity at least equal to ABC, or credit line commitment/cash deposit certificate for at least 10% of ABC. The DPWH will use non-discretionary pass/fail criteria in the eligibility check, preliminary examination of bids, evaluation of bids, post-qualification, and award.

Unregistered contractors, however, may submit their LOIs simultaneously with their applications for registration, to the 2nd Surigao del Norte Engineering District before the deadline set below for the receipt of LOIs. The DPWH Central BAC-TWG will first process the contractor's applications for registration and issue the Contractor's Certificate of Registration (CRC) before processing their LOIs. The DPWH Central BAC-TWG will process only those with complete registration requirements.

The significant times and deadlines of procurement activities are shown below:

1. Receipt of LOIs from Prospective Bidders Deadline: November 23, 2009
2. Issuance of Results of Eligibility Check From: December 7, 2009
3. Issuance of Bidding Documents From: December 11, 2009
4. Pre-Bid Conference 9:30 am November 16, 2009
5. Receipt of Bids Deadline: Not later than 9:30 am December 17, 2009
6. Opening of Bids 10:00 am, December 17, 2009

Prospective bidders may download the Registration and LOI Forms from the DPWH website www.dpwh.gov.ph. Prospective bidders shall submit their accomplished LOIs upon their payment of a non-refundable amount of Php 1,000.00 to the Cashier and obtain the results of the eligibility check at the 2nd Surigao del Norte Engineering district. The BAC will receive hard copies of LOI Forms only from duly authorized representative of prospective bidders upon submission of duly authenticated copies of Certificate of Tax Clearance issued by the BIR.

Prospective bidders may also download the Bidding Documents (BDs), if available, from the DPWH web site. The BAC will also issue hard copies of the Bidding Documents at the 2nd Surigao del Norte Engineering District to eligible bidders upon payment of a non-refundable fees of Php 20,000.

The 2nd Surigao del Norte Engineering District reserves the right to accept or reject any bid and to annul the bidding process anytime before Contract award, without incurring any liability to the affected bidders.
