To assist both the development of the Basin Plan and in the determination of the socio-economic implications of the proposed Basin Plan the Murray-Darling Basin Authority (MDBA) is seeking to procure services in relation to social and economic advice, modelling and analysis.
The services will be used to establish a framework for assessing the immediate and longer term socio-economic implications of the Basin Plan; to inform the determination of sustainable diversion limits (SDLs); and as input to the MDBA's report to the Murray-Darling Basin Ministerial Council on the socio-economic implications of the proposed plan.
Expert advice is also required to assist the MDBA in developing and undertaking the project.
The project will need to meet the MDBA's immediate Basin Plan needs in a manner that establishes a more enduring framework for determining, recording, describing and communicating the social and economic implications of changes to water availability and security.
The services cover two aspects: one at the Basin-wide and regional scale economic modelling end of the required analysis ("Social and economic advice, modelling and analysis"), the other concentrating on identifying major local level impacts in selected locations and in compiling the refined versions of the community profiles ("Economic and social profiles and impact assessments in the Murray-Darling Basin").
Social and economic advice, modelling and analysis - It is anticipated that the provision of these services would be supported by social and economic decision support and/or modelling capacity suitable for undertaking detailed analysis at a national, Basin, regional and local scale.
Economic and social profiles and impact assessments in the Murray-Darling Basin - It is anticipated that these services would involve the use of both quantitative and qualitative analysis, regional engagement, and the development of regional and community profiles and assessments.

The conditions for participation are that each Australian-resident tenderer and where appropriate, any subcontractors:

a) has a valid ABN or can provide evidence of application for an ABN;
b) is not bankrupt or insolvent;
c) is not named as not complying with the Equal Opportunity for Women in the Workplace Act 1999;  and
d) has not been convicted of or named as a party in any matter relating to breaches of environmental protection.

The MDBA will not enter into a contract with a supplier which has had a judicial decision against it (including decisions under appeal) relating to employment entitlements and has not paid the claim. Tenderers must include in their tender full details of such matters or a statement that they have no such claims against them.
