the economic operator should submit a document for registered activity
form DRD with stated registered preferential (basic) activity as an
evidence that is registered as physical or legal person for carrying out
the activity connected with the subject of the contract for public

association in accordance to the regulations of the country where it is
registered.
Standards for system qualities.
— written statement that the service will be conducted in accordance to
the standards, regulations and technical regulation that is valid and that
should be applied for execution of this kind of works and services,
— written statement that attests will be submitted for the quality of the
materials and the equipment that will be built in accordance to the
written standards for each technological system of the subject
procurement,
— statement that if the contract for public procurement is awarded to him
he will engage appropriate technical body for additional control and
fortifying of the quality of the built in materials and executed works,
— ISO 9001.
3.2.6. Standards for managing with the environment
The economic operator proves the fulfillment of the standards from point
2.7.1 with submitting of ISO 14001 standard.
III.2) CONDITIONS FOR PARTICIPATION
III.2.1) Personal situation of economic operators, including requirements
relating to enrolment on professional or trade registers: Information and
formalities necessary for evaluating if requirements are met: — statement
of the economic operator that in the last 5 years he is not declared with
a verdict in effect for participation in criminality organizations,
corruption, fraud or laundering money,
— confirmation that a procedure for bankruptcy of the authorized body is
not being opened,
— confirmation that a procedure for liquidation of the authorized body is
not being open,
— confirmation for paid taxes, contributions and other public tributes by
the authorized body from the country where the economic operator is
registered,
— certificate that with a verdict in effect is not declared a violation
sanction – prohibition for carrying out a work, activity or duty, i.e.
temporary prohibition for carrying out a specific activity.
III.2.2) Economic and financial capacity: Information and formalities
necessary for evaluating if requirements are met: — report for the balance
sheet and success balance notarized by the authorized body i.e. revise
balance sheet or fragment of the report for the balance sheet in case when
the publication of the balance sheet is law regulated in the country where
the economic operator is registered by authorized domestic or
international established revise houses for period (2006, 2007 and 2008),
— extract from the total turnover of the enterprise (information of the
success balance issued by the authorized body, i.e. revise balance of the
success) and there where it is suitable of the turnover in the area that
is covered with the contract for public procurement and for the last 3
financial years at most (2006, 2007 and 2008) for which this information
is disposed in dependence to the date at which the enterprise is
established or has begun with work in dependence to the availability of
that information.
Minimum level(s) of standards possibly required: — revenue from the basic
work from at least 9 000 000 EUR total in the last 3 (three) years: 2006,
2007 and 2008 in the field of the subject procurement.
III.2.3) Technical capacity: Information and formalities necessary for
evaluating if requirements are met:
— list of main deliveries of the bidders or candidates executed in the
last 5 years, including values, dates, buyers (contracted bodies or
economic operators), with providing confirmation for executed deliveries
issued by the recipients or if such confirmations can not be provided from
reasons out of control of the economic operator, only with his statement
for executed deliveries,
— copy of contracts for executed for executed works as a subject of the
procurement whose total value is not bigger than 20 000 000 EUR, made in
the last 10 years,
— statement for additionally engaged technical staff with no concern
whether they directly belong to the economic operator,
— list of responsible persons (with names and surnames) that will be
directly included in the realization of each phase in the realization of
the subject procurement,
— list of persons (with names and surnames) that will be responsible for
quality control,
— description of the technical equipment and capability of the economic
operator, measurements for quality assurances and its equipment and
capability for analyzing and researching,
— statement for the engaged technical staff and technical bodies with no
concern whether they directly belong to the economic operator,
— samples, description and/or photography of products which are subject of
delivery, for which authenticity the economic operator is obliged to
confirm if the contracting body asks for it,
— in case when complex goods are supplied or in exceptional cases for
specific purposes, examination of the product capacities of the economic
operator are provided or if it is necessary of his capacities for studying
and research as well as of the measures for quality control which is
conducted by the contacted body or on his behalf the authorized organ
conducts it in the country in which the economic operator is registered
and,
— announcement for the elements of the contract that the economic operator
has intention to give it up to the subcontractor.
Minimum level(s) of standards possibly required:
— written statement of authorized person of the economic operator with
which for the built in equipment and installations and executed works that
are subject of the contact for public procurement gives minimal guarantee
of 2 years,
— executed at least 2 objects of same or similar character, with
technological systems defined as in the subject procurement or separated
technological systems as in the subject procurement, in which the total
amount of the executed works for the mentioned objects should not be less
than 20 000 000 EUR in the last 10 (ten) years. The economic operator
should have executed the mentioned procurements as an individual executor
or as a carrier of the procurement in a group of suppliers,
— suitable license for carrying out the activity in the in the work of the
subject procurement issued by authorized institution in the country of the
economic operator,
— at least 1 employed graduated engineer from the mechanic, information
energetic profession, obligatory for each system and part of the subject
procurement, with at least 3 years of professional experience in the
execution of works as the subject procurement.
