II.1.5) Short description of the contract or purchase(s): C.I.E invites
applications from suitably qualified firms as a first stage in the
establishment of a multi-operator framework agreement for insurance
underwriting services for the CIE Group of Companies in Ireland. Tenders
will be sought for Insurance Risk Transfer in Respect of: (a) Fire &
Special Perils Insurance: (b) Terrorism Insurance and (c) Combined
Liability Insurance. The duration of the framework will be for a minumum
of 12 months and may be for 36 months at CIE's discretion.

III.1) CONDITIONS RELATING TO THE CONTRACT

Tenders will be accepted from "Lead" Insurers only.
A grouping, if successful, must be prepared to contract as a single entity
having joint and several liability.

Call for competition - Stage 1 (Negotiated Procedure).
This competition is being conducted under the negotiated procedure. There
will be two stages, one a qualification process, the second a tender
competition between selected companies from stage 1. Candidates are now
invited to stage 1 of the process. A qualification Questionnaire (for the
evaluation of minimum legal, economic, financial and technical capacity)
can be downloaded from www.etenders.gov.ie.

Yes.
Licensed Insurance Companies, Insurance Underwriters, Underwriting Agents
and/or Insurance pools all as regulated by the Irish Financial Regulator
or equivalent regulators in other jurisdictions.

VI.3) ADDITIONAL INFORMATION: All responses and queries should be
directed to Mr. Fergal Riggs - Central Procurement, Iarnród Éireann-Irish
Rail, The contracting entity will not be responsible for any costs,
charges or expenses incurred by applicants or tenderers at any stage.
It is anticipated that at least 6 firms (providing a sufficient number
qualify) will be admitted to the framework agreement and each will be
entitled to submit offers for the services as and when requirements arise
under the framework.
The negotiated procedure is being used for this procurement.
