I.2) MAIN ACTIVITY OR ACTIVITIES OF THE CONTRACTING ENTITY: Railway

SECTION II: OBJECT OF THE CONTRACT
II.1) DESCRIPTION
II.1.1) Title attributed to the contract by the contracting entity: The
design and development of the Phase 2 works to upgrade and enhance
Liverpool Central Station.
II.1.2) Type of contract and location of works, place of delivery or of
performance: Services.

Main place of performance: Liverpool Central Station.
II.1.3) The notice involves: A public contract.
II.1.5) Short description of the contract or purchase(s): The design and
development of the Phase 2 works to upgrade and enhance Liverpool Central
Station, the busiest station on the Merseyrail network. The upgrades and
enhancements include, but are not limited to, re-modelling of ticket
gates/barrier line; provision of new passenger lounge; upgrade passenger
toilet facilities; upgrading station concourse including new wall, ceiling
and floor finishes, upgrade of lighting, increased CIS provision and
inclusion of enclosed route to lifts within the concourse envelope;
upgrading of Northern Line platform including provision of new suspended
ceiling and enhanced lighting; and introduction of new station staff
facilities.
The outline and detailed designs to be produced are to conform to
stakeholder, regulatory and relevant Network Rail approvals requirements.
All necessary site investigations, design costing and other ancillary
activities are to be undertaken as part of the design and development.
Candidates should note that Merseyside Passenger Transport Executive
(MPTE) will fund the scheme but will not itself enter into the contract
with the successful candidate. The contract will be entered into by
Merseyrail Electrics 2002 Ltd.

II.2) QUANTITY OR SCOPE OF THE CONTRACT
II.2.1) Total quantity or scope: The design and development of upgrade
and enhancement of Liverpool Central Station including all associated
survey works.
II.2.2) Options: No.
II.3) DURATION OF THE CONTRACT OR TIME LIMIT FOR COMPLETION: Duration in
months: 6 (from the award of the contract).
SECTION III: LEGAL, ECONOMIC, FINANCIAL AND TECHNICAL INFORMATION
III.1) CONDITIONS RELATING TO THE CONTRACT
III.1.1) Deposits and guarantees required: Relevant details will be sent
to the shortlisted companies. However, public liability professional
indemnity insurance must be in place.
III.1.2) Main financing conditions and payment arrangements and/or
reference to the relevant provisions regulating them: Details will be
provided to the shortlisted companies.
III.1.3) Legal form to be taken by the grouping of economic operators to
whom the contract is to be awarded: In the case of a group of bidders the
successful tenderer will be a legal personae known to the contracting
authority and will be held jointly and severally liable for the
performance of the contract.

III.2) CONDITIONS FOR PARTICIPATION
III.2.1) Personal situation of economic operators, including requirements
relating to enrolment on professional or trade registers: Information and
formalities necessary for evaluating if requirements are met: Experience
and formal competency in delivering the works as detailed (include
examples). Ability to liaise with third parties / infrastructure
stakeholders (landlord. etc). Demonstrate a track record of delivering
relevant works within rail or similar transportation industry (bus, coach,
air).
III.2.2) Economic and financial capacity: Hold relevant qualiifcations
and meet all industry legislation / regulations with references to the
works detailed.
III.2.3) Technical capacity: Information and formalities necessary for
evaluating if requirements are met: Must be able to demonstrate experience
in programme management and risk analysis. Participants registering an
interest in rail based works must be able to demonstrate a thorough
knowledge and understanding of Network Rail and GRIP process. The
competencies of designers and checkers utilised in formal approval
submissions will be subject to approval by Network Rail.
