II.1.5) Short description of the contract or purchase(s): Wirral Council
in conjunction with Halton, Liverpool, Knowsley and St Helens is seeking
supplier(s) to provide a complete range of services required for
advertising including campaign planning research and evaluation, media
buying, assistance with design and copywriting, and placing advertisements
in the relevant national, regional and local media. It is envisaged that
the preference is to award the contract to one Supplier who can provide
all services, however in order to encourage local media and SME’s to
tender for the services within the ITT, the council reserve the right to
award to one or more services to one or more Suppliers. The contract will
commence on 1.5.2010 and will have a duration of 2 years with option to
extend for up to a further two years on an annual basis.

consist of various services required by the Participants and will include,
but is not limited to the following:Media ConsultancyThe Participants may
require media consultancy services for any of the services the Supplier(s)
is providing. Print Advertising (Local, Regional and National):
— this would include the placement of advertisements in newspapers and
other publications (local, national and regional) and will cover the

Typesetting/Creative.
— some of the Participants may also require a typesetting/creative

Leaflet Distribution.
— targeted door to door distribution of leaflets.

— although some particpants may have their own design departments, there
may be the need for some guidance and advice e.g.oDesign and creative

— this service may be required for a variety of campaigns across several

III.2) CONDITIONS FOR PARTICIPATION
III.2.1) Personal situation of economic operators, including requirements

operator may be excluded from participation in a contract if it:
(a) is bankrupt or is being wound up, whose affairs are being administered
by the courts, who has entered into an arrangement with creditors or who

(b) is the subject of proceedings for a declaration of bankruptcy, for an
order for compulsory winding-up or administration by the courts or for an
arrangement with creditors or is the subject of any other similar

by a judgement which has the force of res judicata;
(d) has been guilty of grave professional misconduct proven by any means
which the contracting authorities can justify;

previous financial years, including the overall turnover of the candidate

3) All candidates will be required to provide evidence of relevant

4) Certification from quality control institutes or agencies of recognised
competence attesting conformity to the appropriate national standards for
the provision of services and supply within the context of this
specification.
5) The authority may carry out or employ the services of a competent
official body of the country in which the supplier is established, a check
on the production capacities, study and research facilities, and quality
control measures.
