the provision of research services to carry out fieldwork for the Newham

II.2) QUANTITY OR SCOPE OF THE CONTRACT
II.2.1) Total quantity or scope: The NHPS contains three questionnaires,
(household, individual and adult self-completion) asking questions around
6 themed sections, including Income Poverty, Social Capital, Employment,
Quality of Life and Housing. Many of the questions are duplicated from the
BHPS to allow a point of comparison.
There is also a Young person’s questionnaire which 10-14 year olds within
a household are asked to complete confidentially.
The objective for of this survey is to further our understanding of social
and economic change at the individual and household level in Newham and
use this knowledge to inform service area planning.
Although its a longitudinal survey, the sample for this wave will need to
be completely new due to the high attrition rate from the last survey.
We shall require a sample of 1,000 households, in proportion to population
size of each of the nine community forum areas in Newham. This should
include at least 2,000 adults and 500 young people. The Household and
Individual adult interviews will need to be conducted face to face, in
home.
Estimated value excluding VAT: 250 000 GBP.

VI.4) PROCEDURES FOR APPEAL
VI.4.1) Body responsible for appeal procedures: London Borough of Newham,

VI.4.2) Lodging of appeals: Precise information on deadline(s) for
lodging appeals: The london Borough of Newham will incorporate a minimum
10 calendar day standstill period at the point when information on the
award of the contract is communicated to tenderers. This period allows
unsuccessful tenderers to seek further debriefing from the contracting
authority before the contract is entered into. Applicants have 2 working
days from the notification of the award decision to request additional
debriefing and that information has to be provided a minimum of 3 working
days before the expiry of the standstill period. Such additional
information should be rerquested from the address section 1.1. If an
appeal regarding the award of a contract has not been successfully
resolved the Public Contracts Regulations 2006 (12006 No.5) provide for
aggrieved parties which have been harmed or are at risk of harm by a
breach of the rules to take action in the High Court (England, Wales &
Northern Ireland). Any such action must be brought promptly (generally
within 3 months) where contract has not been entered into the Court may
order a setting aside of the award decision or order the authority to
amend any document and may award damages. If the contract has been entered
into the Court may only award damages.
