The United States Air Force, Hurlburt Field, FL seeks to identify potential business sources to support a 5-year requirement (12-month basic plus four 12-month options) for lease of the following (brand name required, no "equals" permitted) aircraft: six (6) Original Equipment Manufacturer (OEM) certified Mi-8MTV/Mi-17 helicopters and one (1) DHC-6-300 Series Twin Otter aircraft IAW the PWS provided, dated 12 Nov 2009. For option years one through four, additional fixed and rotary wing (brand name required, no "equals" permitted) aircraft to meet changing requirements may include: CASA C-212 Aviocar Series 300M, CASA/IPTN CN-235, Cessna 208 Caravan Light Utility, BT-67 (C-47T), Beechcraft King Air 350, An-26, and An-32 IAW the PWS provided, dated 12 Nov 2009. The aircraft will be configured with all the necessary equipment for transport and airdrop of personnel, equipment, and supplies. The specific requirements include but are not limited to the following details as provided in the PWS to this Sources Sought. The operating location of the aircraft is Hurlburt Field, FL and other locations determined by the Government, but remaining within the United States.

 THIS IS NOT A SYNOPSIS FOR A REQUEST FOR PROPOSAL (RFP). This is a market survey / sources sought for informational purposes only, and shall not be construed as a RFP. Currently, there is no solicitation document available; no contract will be awarded based on this announcement; no reimbursement will be made for costs associated with responding to this announcement; and no telephone calls or other communications about this announcement will be accepted or acknowledged. All responses and/or questions must be submitted via e-mail in accordance with the following instructions. Request firms having the capabilities necessary to perform the stated requirements (see paragraph 1.3 of PWS) submit a brief capability statement demonstrating how they will meet the brand name and OEM certification requirements outlined in the draft PWS. The applicable North American Industry Classification System (NAICS) code is 532411 with a size standard of $7.0 million. Responses to the announcement must provide detailed, yet concise information about the company's qualifications and experience in providing relevant aircraft within the past three (3) years, including to the Federal Government, if applicable. Project information shall include: 1) the types of planes provided; 2) if the planes were financed; 3) how they were financed (e.g., the name of the company that provided the financing); 4) where the planes were maintained; 5) the extent of the maintenance; 6) any subcontractors used on the project and their respective roles on the project; and 7) contract information, including the contract number, the dollar value, period of performance, current status, and current contract point-of-contact information, including the contact's name, address, telephone number, and e-mail address. In addition, the response must denote the firm's business size status (i.e., large; small; 8(a); small disadvantaged; HUBZone; service disabled, veteran owned; etc.). All responses must be submitted electronically to kurt.buchanan@hurlburt.af.mil and must be received no later than November 19 at 3:00 p.m. Eastern Daylight Time (EDT). Clearly mark any proprietary information included in your submission.

An official RFP based on this draft PWS is anticipated for public release via FBO on 20 November 2009.
