The purpose of this requirement is to acquire a technical solution to address securing data at rest through an encryption solution that provides a simple interface to encrypt user-selected files and facilitates sharing of protected files between HHS Operating Divisions and external business partners. The solution will prevent unauthorized access to data, accidental disclosure as a result of misplaced, misrouted, or stolen digital property, and easily facilitate the transmission of encrypted sensitive files and folders sent via email to internal and external entities. The Government anticipates requiring an enterprise wide licensing solution supporting approximately 120,000 endpoints, (Windows-based operating systems). The solution is expected to be implemented with at least six separate management domains. In addition, approximately 42,000 licenses are needed for MacIntosh computers installed at NIH and FDA.
