The scope of this project involves support for additional security technical staffing requirements to enhance FISMA and Recovery Act IT security initiatives management and oversight, and also support for Department and OPDIV security architecture and engineering planning. The additional contractor security technical staffing support will be provided to the Department CISO and to three OPDIV CISO's, (the NIH, the Administration for Children and Families (ACF), and the Administration on Aging (AoA)). The contractor staffing will also assist the Department CISO in providing project management and oversight of all Recovery Act funded IT security initiatives, and assist with all Recovery Act reporting requirements. In addition, security architecture documents will be reviewed, developed or upgraded for all of the HHS OPDIVs, including for the HHS Office of the Secretary. The additional security staffing must possess security engineering technical expertise, and also broad FISMA IT security program support expertise and experience. The expertise and experience are necessary to better enable the OPDIV IT and security organizations to ensure full compliance with the requirements of FISMA. The overall scope of the OPDIV CISO support includes support for a wide variety of IT security tasks, to include support for IT systems security administration tasks required for the implementation of IT security policies, processes, and standards; support for FISMA program governance and compliance; security engineering and technical support for enterprise security products implementation and operations; coordination of IT security and training; correction of FISMA POA&M action items; IT systems continuous monitoring, audit log analysis, IT systems forensics analysis, security program performance measurement collection and reporting; security engineering to support enterprise security operations, IT systems security controls testing and contingency plan testing. Contractor will provide the Department and designated OPDIV CISOs with responsive and reliable capabilities to assist in the agency's implementation, operation, and optimization of IT security programs, as organized into the following areas of focus: IT Security Program Management Support Enterprise Security Engineering and Technical Implementation Support OPDIV Security Architecture Planning
