DEADLINE HAS BEEN EXTENDED UNTIL DECEMBER 24, 2009 The Republic of Armenia has received financing from the World Bank toward the cost of the ofthe Piloting Fiduciary Control for Non-Commercial Organizations (NCOs), and intends to apply part of the proceeds for consultantservices The Ministry of Finance of RA now invites eligible consulting firms to indicate theirinterest in providing the following services: PHASE 1: Provide recommendations on the keyrequirements to be set for NCOs (including management, financial and economic activities and its monitoring) and analyze gaps in the fiduciary control methodology developed and assess risks associatedwith the introduction of the methodology | Under Phase 1, the current NCO framework, covering establishment, operation, and monitoring will bereviewed and recommendations will be provided on the necessary changes need to be made in the framework. The views and concerns ofthe Government and interested international financial institutions need to be considered. In addition, an assessment will need to be made as to the extent of consistency of theframework with the recommendations provided. The required changes in the framework (if any) need to be proposed. To this end, a gapanalysis of the theoretical model of the framework needs to be conducted to ensure that the methodology is comprehensive andcomplete. In addition, risks associated with the methodology successful implementation need to be assessed and managed. | 1.1 ACTIVITY: Provide recommendations on the criteria for establishment and key requirements towards NCOs(individual categories of NCOs) | 1.2 ACTIVITY: Assessment of risks associated with the successful implementation of the NCO monitoringframework and gap analysis. | | PHASE 2: Piloting the monitoring methodology | This phase will support the piloting of the theoretical model of the framework in the real environmentat least in four different sectors: education, health, culture, and social affairs. The outcomes from Phase 1 will be consideredand used during the piloting of the framework. Specifically, those NCOs will be selectedfor piloting which meets the requirements set for the new NCOs establishment. Based on the pilot results, the framework will be revised, if necessary. In addition,the relevant legislation enforcing the framework willbe designed/ updated. As a result of conducted studies and piloting the implementation strategy and action planfor full introduction of the framework will need to be prepared. The requested services are going to be implemented in the period of February 2010 # February2011. Interested consultants must provide information indicating that they are qualified toperform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriateskills among staff, etc.). More specifically, the Expression of Interest must provide the following information: - Detailed description of the core business and years in operations,including the services provided, projects completed, address, contacts, number and country of registration, etc.
- Specific information on individual consultants' experience in thefields of the assignment: qualifications and expertise (CVs) of key staff, years of professional experience, description ofprevious similar assignments, references, etc.
Consultants may associate to enhance their qualifications. A consulting firm will be selected in accordance with the Quality andCost Based Selectionprocedures set out in the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers (May 2004 edition,Revised October 2006).
