This Invitation for Bids follows the General Procurement Notice for this Project that appeared in Development Business online on July 8, 2008

Pursuant to the Grant Agreement dated September 25, 2007 (“the Grant Agreement”), the Municipal Development Fund (“MDF”), hereinafter referred to as “the Employer” has received a Grant (the “MCG Grant”) from MCG and intends using the part of the proceeds of the MCG Grant towards the cost of a contract to design and install Bakuriani Water Treatment Plant Contract No. MCG/CW/BAKUR/ICB/01-08. Bidding process and contract administration will be carried out by MDF.
MDF now invites sealed bids from eligible bidders for the design and installation of Bakuriani water treatment plant. Bakuriani resort area is located in the western part of East Georgia on northern slope of Trialeti mountain range at 1700 m above the sea level, 30 km away from Borjomi. Access to the site is possible via Tbilisi – Khashuri - Borjomi highway.

The overall objective of the Project is the construction of a water treatment plant for treating raw water from the streams to drinking water standard. The Contractor shall undertake all the Works required to design, construct and commission the new water treatment plant. All Works shall be in compliance with the Contract and Georgian Laws. The Works shall in principle be constructed in accordance with the Employer´s Conceptual Design.
The envisaged date of Works completion: 30 October, 2010.

Bidding will be conducted through international competitive bidding procedures in general agreement with the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, May 2004, revised October 2006 and is open to all bidders from eligible source countries as defined in the bidding document.
Bidding for contracts to be financed with the proceeds of the MCG Grant is open to firms from all countries, subject to the following exceptions: MCG Grant funding will not be used for the purpose of any payment to persons or entities, or for any import of goods, if, (i) as a matter of law or official regulations, Georgia prohibits commercial relations with the country of their nationality, provided that MCG is satisfied that such exclusion does not preclude effective competition for the supply of goods or the contracting of works required; (ii) such payment or import is prohibited by Georgia in compliance with a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations ; (iii) anyone or any entity debarred or suspended from participation in procurement funded by the US Federal Government or otherwise prohibited by applicable United States law or Executive Order or United States policies, including under any then-existing anti-terrorist policies.

Interested eligible bidders may obtain further information from Municipal Development Fund office at the address below from 10:00 to 18:00 hours.
Qualifications requirements include:

1. Minimum required average annual turnover of construction works for the successful Bidder in the last three years shall be: USD 3.4 million equivalent;
2. Minimum amount of liquid assets and/or credit facilities net of other contractual commitments shall be: USD 0.6 (point six) million equivalent;

No margin of preference for eligible national contractors/joint ventures shall be applied.

A complete set of bidding documents in English will be available from November 16, 2009 and may be purchased by interested bidders on the submission of a written application to the address below and upon payment of a nonrefundable fee of GEL 350 (three hundred and fifty) or USD 200 (two hundred). A pre- bid meeting for the interested tenderers to receive additional clarifications will be conducted at the address Room 413, Floor IV, 150 David Aghmashenebeli Avenue, 0112, Tbilisi, Georgia , at 11:00, December 7, 2009.

Bids must be delivered to the address below not later than at 12:00 hours of December 28, 2009. Electronic bidding shall not be permitted. Late bids will be rejected. Bids will be opened physically in the presence of the bidders’ representatives who choose to attend in person at the address below at 12:00 hours, December 28, 2009.

All bids shall be accompanied by a bid security in the amount of GEL 60,000 (sixty thousand Georgian Lari) equivalent.
