Pakistan: Contingent Liabilities in Public-Private Partnerships
The overarching objective of this assignment is to assess the current situation and advise the Pakistani authorities on developing and implementing a sound framework for managing the contingent liability risk associated with PPPs. The World Bank intends to finance the services described below under an Ausaid Trust Fund for Support to Development of PPP Framework.
The services include consultancy work covering the following: (a) review and make recommendations to improve the primary and secondary legislation that governs the granting of guarantees in general and in respect of PPPs in particular; (b) provide advice on appropriate institutional and organizational arrangements for analyzing contingent liabilities in respect of PPPs before they are incurred, monitoring these risks over their lifecycle, and managing the exposures that they create for the governmentâs balance sheet; (c) provide advice on charging fees and making budgetary provisions to compensate for the expected cost to Government of Pakistan (GoP) of contingent liabilities in respect of PPPs; (d) provide advice on appropriate reporting and disclosure arrangements for contingent liabilities in respect of PPPs; and (e) develop an operational procedures manual for the approval, issuance, analysis, monitoring, and reporting of contingent liabilities in respect of PPPs
The World Bank now invites eligible consultants from firms from World Bank member countries to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, short description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may associate to enhance their qualifications.
The consultants will be selected in accordance with the procedures set out in the current edition of the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers, May 2004 (revised October 2006). Following this invitation for Expression of Interest, a shortlist of qualified firms will be formally invited to submit proposals.
Expressions of Interest must be submitted electronically by November 30, 2009.
