Assignment Overview

Assignment Title: Technical Assistance Program for the Philippines Conditional Cash Transfer

Assignment Country: Philippines

Assignment Description

The Department of Social Welfare and Development (DSWD), Republic of the Philippines has received financing from the World Bank toward the cost of the Technical Assistance Program for the Philippines Conditional Cash Transfer Program, Pantawid Pamilyang Pilipino Program (4Ps), and intends to apply part of the proceeds for consultant services. The objective of the services is to assess the progress of operational implementation of the 4Ps through a process called Spot Checks, which includes:
 Finalizing the assessment tools - This includes field testing and fine-tuning the flow and the wording of the ten questionnaires and accompanying manuals. The draft of these questionnaires and the manuals will be provided by the World Bank;
 Hiring field supervisors and enumerators – approximately 40 experienced field supervisors and enumerators preferably with backgrounds in health and/or education must be hired for this assessment. They must be fluent in local languages to conduct the interviews as well as in English to participate in the training;
 Organizing an enumerator training workshop in Manila – the Consultant will organize a 5-day training workshop for the 40 field supervisors and enumerators in Manila. The training will be conducted by the World Bank and DSWD personnel;
 Designing and finalizing data encoding programs – the Consultant will design a data encoding program using standard software programmable to create checks for quality control of data encoding.
 Interviewing and collecting data – interviews will be conducted with approximately 2,000 households, 100 schools and 100 health facilities and rural health units; and other program stakeholders in about 100 barangays spread across 8 municipalities in two regions;
 Data encoding - Approximately 20 data encoders and data cleaners will be required to encode and clean the data collected; and
 Data analysis and report writing – the analysis will include cross-tabulation of indicators and triangulation using project MIS database and data collected through this assessment. Final report shall include lessons learned from the implementation of spot checks, and the findings from the assessment, and recommendations for improvements in the operations of 4Ps.


The commencement of the consultant services is expected to be January 2010 and completion in May 2010.


Funding Source:

The World Bank intends to finance the assignment/services described below under a budget allocation for the Bank's administrative budget.

The consultant will be a firm or consortium.

Submission Requirements:
The World Bank now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.).
Consultants may associate to enhance their qualifications.

Interested consultants are hereby invited to submit expressions of interest.

Consultants will be selected in accordance with the procedures set out in the current edition of the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers.

Selection and contracting will normally be made from responses to this notification. The consultant will be selected from a shortlist, subject to availability of funding.
