Thisinvitation for bids follows the General Procurement Notice for this Project, which appeared in Development Business, issue no. 756 of August 16, 2009. 2. The Republic of Serbia has received the loan from theInternational Bank for Reconstruction and Development (IBRD) in the amount of US$ 50 million equivalent toward the cost ofthe Additional Financing for the Transport Rehabilitation Project, and it intends to apply part of the proceeds of thiscredit to payments under the Contract: Pavement rehabilitation-upgrading of main road M-4,Section: Kamenica- Valjevo, from km 587+175 to km 602+938, Lenght: 15.762, Contract ID No. WBC/RRC- M4/2009-01 . 3. The Public Enterprise "Roads of Serbia" (hereinafter referred to the Employer ) invites sealed bids from eligible and qualified bidders for therehabilitation works consist of thefollowing: - Preliminary works include removal of excessive vegetativematerial and waste, demolishing of road elements (kerbs, gutters, edge strips,pavement)and profiling of existed pavement for the purpose of road widening; - Substructure works include excavation, subsoil treatment, construction of embankment, gabions and reinforced earth, shoulders andberms; - style="mso-bidi-font-size: 12.0pt">Superstructure works include construction of unbound crushed stone aggregate layers, pavement overlay with bituminous base course andasphalt concrete wearing course AB11s, and placing of kerbs and construction ofgutters; - Structure's works and drainage improvement include cleaning of the existing culverts, and widening and rehabilitation of existing andconstruction of new elements of the drainage system; - 12.0pt">Works on recovery of unstable road embankment and riverbedslopes; - Roadside arrangement andplacement of traffic signalization and roadfurniture. The Works will be performed under traffic with astrong emphasis on maintaining safe conditions for both the flow of traffic and the works in progress. Theconstruction period is 12 months. The Bidder should meet the following qualificationcriteria and capabilities: Financialrequirements - 12.0pt; mso-bidi-font-family: Arial">Submission of audited balance sheets or if notrequired by the law ofthe bidder's country, other financial statements acceptable to the Employer, for the last five (5) years to demonstrate the current soundness of the bidders financial position andits prospective long term profitability. In the case of JV, each partner must meet therequirements. - Minimumaverage annual turnover of EUR 9,000,000 (nine million EUR) equivalent, calculated astotal certified payments received for contracts in progress or completed, within the lastfive (5) years. In the case of JV, JV must meet the requirements, Lead partner mustmeet forty percent (40%) of the requirement, and all other partners must meet twenty five percent (25%) of therequirement. - style="mso-bidi-font-style: italic; mso-bidi-font-size: 12.0pt; mso-bidi-font-family: Arial"> The Bidder mustdemonstrate access to, or availability of, financialresources such as liquid assets, unencumbered real assets, lines of credit, andother financial means, other than any contractual advance payments to meet thefollowing cash-flow requirement: min. In the case of JV, JV must meetthe requirements, Lead partner must meet forty percent (40%) of the requirement, andall other partners must meet twenty five percent (25%) of therequirements. Experiencerequirements - 12.0pt; mso-bidi-font-family: Arial"> General experience # Experience undercontracts in the role of contractor, subcontractor, or management contractor for at least the last five (5) years prior to the applications submission deadline, and with activity in at least nine (9) months in eachyear. In the case of JV, each partner must meet the requirements. - Specific experience: · Participation as contractor, managementcontractor, or subcontractor,in at least two (2) contracts within the last five (5) years, each with a value of at least EUR3.5 mil. (three point five million EUR), that have been successfully and substantially completed and that are similar to theproposed Works. In the case of JV, JV must meet the requirements for all contracts, and the Lead partner must meet requirement for one contract. · For the above or other contracts executedduring the last five (5) years, a minimum experience in the following key activities:16,000 tons of asphalt mixtures (BNS and AB) per month placed in road paving when therehabilitation Works are performed without traffic (full profile), and 11,000 tons ofasphalt mixtures (BNS and AB) per month placed in road paving when the rehabilitation Works are performed under the traffic. In the case of JV, JV must meet all requirements, and the Lead partner must meet requirements.
