Consultancy service on solution and implementation

 plan for a national e-documentexchange

management system

 

1. This request for expressions of interest follows the General ProcurementNotice for this project that appeared inDevelopment Business No. 687of September 30, 2006.

2. TheGovernment of Socialist Republic of Vietnam has receiveda Credit from the International Development Association (IDA) towards the cost of the ICT DevelopmentProject, and intends to apply part of the proceeds of this Credit to payments under the contract for consulting assignmentfor "Consultancy service on solution and implementation plan for a national e-document exchange managementsystem". The ICT Development Project aims to accelerating the use of information and communication technology to (a) increase theefficiency and effectiveness of public administration, increase transparencyand availability of information to stakeholders, and(b) foster private sector development, in particular by facilitating increased adoption of information and communication technologyby small and medium enterprises.

3. The Project Management Unit established under Ministry of Information and Communications (MIC-PMU) is responsible for overall project's oversight and coordination, and the project management, financialmanagement and procurement aspectsof the MIC related components. The overall objective of this assignment is provide consultancy services onfeasibility study for building up a National e-Document ExchangeManagement System (NDEMS), which manages all document transactions among Vietnam government agenciesand to expect to build up a system which replaces the traditional document exchange method based on postal system and manage alltransactions of government agencies' documents in a highly secured way within 18 Ministries, 4 Ministerial Equivalents, 8government-affiliated agencies and all agencies which belong to 63 provinces of the Socialist Republic of Vietnam. Based on thisapplication, several national applications and systems will be planned and deployed withlarge effect in laws and regulations ofdocument management and archives to (1) Analyze and assess current status ofinfrastructure and administrative law on document and e-document both in management and exchange within Vietnam governmentagencies;(2) Buildup solutions and implementation plan for national e-document exchange system for Vietnam government agencies; (3) Hand-over and recommendon solution and implementation plan for the system; (4) Organize training courses and workshops about other national or international e-document exchangemanagement systems and further systems (in concerning on security). The aim is to ensure meeting the objectives of this componentand implementing the sub-components under this component in a timely and efficient manner. The expected implementation period ofthis assignment is about 04months and starting from June, 2010.

4. The MIC-PMU nowinvites eligible consultants to indicate their interest in providing these services. Interested consultants must provideinformation indicating that they are qualified to perform the services (core of and years in business, description of qualificationin the field of the assignments, experience in similar conditions, technical and managerial organization of the firm, generalqualification and number of key staffs, so forth). Consultants may associate togetherin order to enhance theirqualification.

5. A consultant will be selected with the "Quality and Cost Based Selection" (QCBS)method in accordance with the procedures set out in the World Bank's Guideline: Selection and Employment of Consultants by WorldBank Borrowers, May 2004.

6. Interested consultants may obtain further information at the address below from08:00 - 16:30 (Vietnam time), Monday to Friday.
