MINISTRY OF WATER AND IRRIGATION WATERSECTOR DEVELOPMENT PROGRAMME (WSDP) REQUEST FOR EXPRESSION OF INTEREST(EOI) FOR PROVISION OF CONSULTANCY SERVICES TOCONDUCT TECHNICAL AUDIT OF THE WSDP FOR THE FISCAL YEARS 2007/2008 AND 2008/2009 TENDER NO . ME-011/2008-09/C/26 - General Procurement Notice (GPN) which appeared in the UnitedNationsDevelopment Business Issue no. WB 320-696/07 dated 17 th January, 2007.
- The Government of the United Republic of Tanzania has received financing from Development Partners toward the costof the Water Sector Development Program (WSDP) and intends to apply part of the proceeds for consultant services.
- The consultant services are to: (i )determine whether the allocated resources are being spent cost-effectively and for the intended purpose by all implementingagencies including MoWI and other Implementing Entities (IE); (ii) assess compliance of implementation of the programme activitiesto provisions of the Environmental and Social Management Framework (ESMF) and the Resettlement Policy Framework (RPF); (iii) review adherence to the agreed procurement procedures andprocesses, including the outcome of procurement processes and whether these constitute value for money; (iv) assess the performance of each implementing entity, identifytheunderlying reasons in case of under-performance or non-compliance; (v) assess whether the WSDP is implemented in accordance withits MOU and Programme Implementation Manual (PIM) and identify any overlaps and duplication of efforts in all sub-sectorprogrammes; and (vi) recommend appropriate mitigationmeasures that need to be taken.
- The Ministry of Water and Irrigation now invites eligible consultantsto indicate their interest in providing theservices. Interested consultants must provide information indicating that they are qualified toperform the services (brochures,descriptions of similar assignments,experience in similar conditions, the names and contact address of clients served, availabilityof appropriate skills among staff, etc). Consultants may associate to enhance their qualifications.
- A Consultant will be selected in accordance with the procedures set out in the World Bank's "Guidelines: Selectionand Employment of Consultants by World Bank Borrowers" dated May 2004; Revised October 2006.
