Real Estate Advisory Services for Property Sale - Washington DC

The Project:
The Government of Canada, through Foreign Affairs and International Trade Canada (DFAIT), is planning to dispose of the existing Washington, DC Official Residence for which real estate services are required. The subject property is a single detached home located in Washington, DC. The anticipated time frame for commencement of the property being listed on the market is January 2010.

Scope of Work:
The scope of work consists of providing real estate advisory services for the disposal of the Official Residence. All documentation to be developed by the Consultant will be produced in English.
DFAIT is seeking proposals from firms with relevant professional experience in Washington, DC, USA. The individuals assigned this project shall hold appropriate professional certifications and shall have the relevant professional experience and be fully licensed to practice in Washington, DC, USA.
The Consultant selected will be responsible for providing the following essential services:
 Developing, recommending and implementing a marketing strategy in consultation with the client (advertising strategy, term of listing, recommending any cost-effective aesthetic alteration to the property, etc.);
 Proposing to the client a suggested list price for the property and providing the client with substantiation for that proposal;
 Listing the property on MLS and any other method to reach the perspective buyer;
 Promoting the sale of the property and accompanying all perspective buyers on visits to the property;
 Receiving offers and forwarding offers in writing to the client;
 Responding to all received bids as per instructions received from the client;
 Working in cooperation with the client’s solicitors to close the transaction.
All work performed by the successful Consultant must conform to and comply with all applicable codes, regulations and standards of Washington, DC.

Experience Required:
 It is mandatory that the qualified realtor (“Agent”) representing the real estate agency (“Firm”) who is submitting the proposal have a permanent office in Washington, DC, have a valid license to sell real estate in the Washington, DC area, be established in the business of real estate marketing and sales and a member in good standing of Multiple Listing Service with access to MLS where applicable. The Agent must also have provided realtor services within the Washington, DC area for at least the past five years and have completed at least five(5) sales of detached single-family residential units sold for more than US$1 million in the Washington, DC area over 2007, 2008 and 2009


RFP Documents From MERX:
Proponents shall order from MERX the Request for Proposals documents which include the RFP Invitation, and Statement of Work. The applicable Standard Listing Agreement may be used.
Selection Process:
The selection process is a two-stage competitive process wherein Proponents are invited to respond to this RFP and submit information relating to mandatory requirements, technical and fee proposals. Proponents who meet the Mandatory Requirements and receive the top three highest scores on the point rating set out in SR2 - Technical Proposal will be invited by the Embassy to present their marketing strategy in-person to the Embassy’s Evaluation Team. The proposals will be evaluated and scored as described within the RFP documents. The fee proposal shall consist of an all-inclusive fixed fee for the period of the project. Should DFAIT elect to proceed with the project, the Proponent with the proposal ranked best will be invited to enter into a contract with DFAIT for the required services.
In case of discrepancies between this Notice and the Request For Proposals documents, the Request For Proposals documents shall take precedence.
